The Speaker
Honourable Muturi has served Kenyans in the Judiciary for than 15 years, where he rose up the ranks to retire as a Principal Magistrate in 1997. During his tenure in the Judiciary, he was elected the Chairman, Kenya Judges and Magistrates Association.
The Honourable Speaker began his political career when he was first elected to the 8th Parliament in 1999 through a by-election to represent the then Siakago Constituency now Mbeere North. In the 2002 General elections, the Hon, Speaker was re-elected to the 9th Parliament to represent the same Constituency. In 2008, Hon. Muturi was elected the Kenya African National Union (KANU), National Organizing Secretary for a term of five years.
During his second term in Parliament between 2003 and 2007, he served as the Opposition Chief Whip. He was also a Member of the House Business Committee. Furthermore, he was elected as Chairman of the Public Investments Committee, (PIC); one of the House Investigatory Committees; this has gone into annals of history in Parliament as the longest serving PIC Chairman in Kenya.
The Honourable Speaker has moreover served in various House Committees. He was a Member of the Select Committee on Constitutional Review between 1999 and 2004 where he participated in the Constitutional Review Conference meetings at Bomas of Kenya. In his proficient capacity, he gave valuable contributions to the constitution making process that lead to its adoption and thereafter promulgation of the New Constitution, 2010 on 27th August, 2010.
For his extensive Legal and Legislative expertise, the Honorable Speaker has demonstrated and made numerous presentations on leadership, democracy, conflict management and peace keeping both on local and international, this include:-
- The 11th The International Anti-Corruption Conference (IACC) Workshop held in Seoul, Korea
- Various presentations at African Parliamentarians Network Against Corruption (APNAC) conferences and workshops
- Attended the Kenya Consultative Group at Safari Park hotel, 2004 whose report formed the basis of the sweeping reforms proposed to the Judiciary.
- Served as the Chair of the Political Parties Liaison Committee on Legislative Reforms.
Honourable Muturi has presented various papers that include:-
- Management and Conduct of Committee Public Hearings – A sensitization workshop for Members of parliament on the new Standing Orders held at Safari park Hotel on 12th February, 2009
- Working with Governments - A paper on Advocacy for Transparency and Integrity in Africa (TISDA) at a regional workshop held in Kampala, Uganda on 18th November, 2009.
- Dispute Resolution Procedures for Political Parties – An induction workshop for Members of Political parties Disputes Tribunal held at the Outspan Hotel, Nyeri, between 24th and 26th February, 2011.
- The Role of Parliament in Providing Oversight in the New Constitutional Legislative Process. An APNAC organized training workshop for Members of Parliament on the implications of the Constitution held at the Great Rift Valley Lodge, Naivasha, between 6th & 8th March, 2011.

Prior to his election as the Seventh Speaker and Presiding Officer of the Kenya National Assembly on 28th March 2008, Honourable. Muturi was the Chairman of Centre for multiparty Democracy since the 28th April, 2011.
Outside the Office, Honourable Muturi is a vivid reader of books, staunch Anglican and strong believer in God. He loves watching sports and indeed, he is a fan of athletics, football and Volleyball. He also loves travelling and appreciates nature.
Asked about what his dreams and aspirations for Kenyans, he says;
“As your Speaker, I will do all what is lawfully and humanly possible to facilitate the process of implementing our Constitution, passage of the balance of the governance laws and setting the pace for the sustained economic growth and development of our beloved country, Kenya. That way, without doubt, plenty will be found within our borders”
Honourable Muturi (Commonly referred as JB by his friends) is married with three children.
