Hon. Boss Gladys Jepkosgei, Deputy Speaker of the National Assembly

The Hon. Gladys Boss Shollei, CBS is the Deputy Speaker of the National Assembly having been elected to the position on 8th September 2022. She was first elected to the National Assembly in 2017 as the Woman Representative for Uasin Gishu County and was re-elected in August 2022. 
During her first term, she served as the Chairperson of the Committee on Delegated Legislation. She is credited with steering the Committee to consider a high number of crucial statutory instruments that saw the input of the National Assembly in critical delegated legislations including key enabling regulations during the COVID-19 pandemic. She also served as a member of the Departmental Committee on Justice & Legal Affairs, the Procedure & House Rules Committee and the Liaison Committee. In exercising her legislative role, The Hon. Boss-Shollei sponsored the Constitution of Kenya (Amendment) (No. 3) Bill, 2019 which sought to ensure that the number of Members of Parliament reflect the requirement of Article 27(8) that not more than two-thirds of the members of elective or appointive bodies shall be of the same gender. The Bill also sought to ensure that the membership of Parliament also reflects the requirement of Article 54(2) of the Constitution that at least five percent of the members of the public in elective and appointive bodies be persons with disabilities. With regard to the Membership of County Assemblies, the proposal sought to limit the number of representative wards to one thousand four hundred and fifty and provide for the election of one woman for at least every two wards in a County for purposes of gender parity and to remove the provision for post-election gender top-up seats.

Prior to her election as Member of Parliament, The Hon. Shollei served as the Chief Registrar of the Judiciary of Kenya where she was the chief administrator and accounting officer. She coordinated the inauguration and realisation of the Judiciary’s Strategic Plan for 2012 to 2016, secured the largest budget for the Judiciary, and administered the reorganisation of the Judiciary into seven (7) directorates and seventeen (17) administrative regions across the country. She is also credited with implementation and deployment of several ICT projects at the Judiciary.
She previously held positions as The Deputy Electoral Officer at the Independent Electoral and Boundaries Commission; Chief Executive Officer and Editor at the National Council for Law Reporting (Kenya Law); Assistant Editor at Kenya Law Reports; Lecturer in the Faculty of Law at the University of Nairobi; Partner at Boss & Company Advocates; Advocate at Kilonzo & Company Advocates; and International Waters Consultant at the United Nations Environmental Programme (UNEP).
The Hon. Shollei holds a Master of Business Administration degree from Jomo Kenyatta University of Agriculture and Technology, a Master of Laws degree from the University of Cape Town, a Diploma in Law from the Kenya School of Law and a Bachelor of Laws degree from the University of Nairobi.
She is a member of the Foundation for Legal Knowledge Based Systems (JURIX), LEXUM at the University of Montreal and the Legislative XML at the European University Institute. She is also a member of the Federation of Women Lawyers (FIDA Kenya), Law Society of Kenya (LSK), Kenya Women Judges Association, International Association of Reporters of Judicial Decisions and International Association of Women Judges.
She was a co-convenor of the Governance Justice Law and Order Sector (GJLOS) Reform Programme Thematic Group on Justice, Law and Order and also served as a member of the Public Complaints Committee established under the Environmental Management and Coordination Act, 1999. She volunteers as a Board Member of the International School of Theology/International Leadership University and Vice President of the Board of the French School Kenya, Lycee Denis Diderot.
