The House Business Committee (HBC) has taken steps to address the backlog ofΒ  business pending consideration before the House.Β 

The National Assembly Speaker, Rt. Hon (Dr.) Moses Wetang’ula, who chairs the Committee, said his panel has decided to allocate time specifically for the consideration of individual members' Bills on Wednesday afternoons.Β 

Speaker Wetang’ula said that the HBC is willing to seek the approval of the House toΒ hold morning sittings on Thursdays or extended sittings to create more time for business.Β 

In his Communication from the Chair on Wednesday, Speaker Wetang’ula acknowledged that a substantial number of Bills by individual Members were awaiting consideration.Β 

Speaker Wetang’ula assured Members that the practice of scheduling Individual Member Bills for Second Reading on Wednesdays would continue throughout the current Session, as the HBC endeavors to ensure Members effectively fulfill their constitutional roles.

Β β€œIt is important for Committees to appreciate that, it is the desire of every Member to have a Bill published in their name, expeditiously considered and passed by the House,” the Speaker held.

The Speaker however noted that unless all Committees prioritize the consideration of Bills, the efforts of the HBC to create time for consideration of Individual Member's Bills in the House will be in vain.

The Speaker directed Committees to adhere to Standing Order 114(7), requiring them to submit a report on legislative proposals within 30 days.Β 

In addition, the Speaker directed that priority should be given to Bills awaitingΒ  public participation. He urged Committee Chairpersons to expedite the consideration process and submit reports within the specified timelines under Standing Order 127(4).

While the House endeavors to create time for individual Member Bills, the Speaker stressed the need for Members to honour their scheduled commitments by being present in the House during sittings. Failure to attend without permission, he said,Β  would result in the deferral of their respective businesses.
