The Managing Director of the Kenya Ports Authority (KPA), Capt. William Ruto, told the Senate Committee on Roads, Transportation, and Housing that the suspension of KPA's ledger accounts was executed in strict compliance with a government directive aimed at curbing rising debts.

"KPA is fully owned by the government, and according to Gazette Notice No. 16008 of 2022, all port services requests and payment of charges must be made through the e-Citizen gateway platform, effective 1st July 2023," Capt. Ruto informed the committee.

He added that the KPA had partnered with several banks, including Stanbic Bank, National Bank, Kenya Commercial Bank, Equity Bank, and Citi Bank, to facilitate real-time payment services for port users.

In a bid to enhance efficiency, Capt. Ruto announced that the government is close to launching a pre-arrival cargo clearance system. This system will allow the electronic submission of customs entry and other necessary documents to customs and relevant government agencies before goods arrive, speeding up the clearance process and minimizing delays.

When questioned about possible financial irregularities, the KPA Managing Director reassured the committee that no public funds were lost during the suspension of the ledger accounts. “Our systems are robust, and we have implemented measures to ensure the integrity of our financial processes,” he emphasized.

On ferry operations, Capt. Ruto detailed that KPA currently operates four ferries—MV Safaris, MV Jambo, MV Likoni, and MV Kwale—at the Likoni Channel, with MV Nyayo and MV Harambee undergoing maintenance. He also noted that ferry inspections are conducted annually by the Kenya Maritime Authority, and any defects identified are rectified before a certificate of seaworthiness is issued.

The Senate committee members resolved to visit the Kenya Ports Authority facilities before drafting their report on the matter.
