๐‹๐ši๐ฌ๐š๐ฆ๐ข๐ฌ ๐Œ๐, ๐‡๐จ๐ง. ๐‰๐จ๐ฌ๐ž๐ฉ๐ก ๐‹๐ž๐ค๐ฎ๐ญ๐จ๐ง asked the Independent Electoral and Boundaries Commission (IEBC) to provide a report on the last review or exercise undertaken, if any, on constituency or county boundaries markings undertaken by the Commission in the country, provide details of the size in square kilometres, of Laisamis Constituency, and clarify whether the size has ever been varied over time and provide details of the actual Global Positioning System (GPS) coordinates of the boundaries of the Constituency in the North, South, East and West as well as those of each of Constituency bordering Laisamis Constituency.

๐๐š๐ค๐ฎ๐ซ๐ฎ ๐“๐จ๐ฐ๐ง ๐„๐š๐ฌ๐ญ ๐Œ๐, ๐‡๐จ๐ง. ๐ƒ๐š๐ฏ๐ข๐ ๐†๐ข๐ค๐š๐ซ๐ข๐š sought to know from the IEBC when it is intending to carry out the exercise of review of constituencies and wards boundaries as stipulated in the Constitution, elaborate on the criteria the Commission plans to employ so as to guarantee a fair boundary review process and provide details of the โ€˜protected constituenciesโ€™ and how the Commission will ensure the boundary review process does not interfere with the same.

๐๐š๐ซ๐จ๐ค ๐๐จ๐ซ๐ญ๐ก ๐Œ๐, ๐‡๐จ๐ง. ๐€๐ ๐ง๐ž๐ฌ ๐๐š๐ซ๐ž๐ฒ๐ข๐จ asked the Teachers Service Commission to explain why Narok North Constituency has not been gazette as a hardship area despite satisfying the conditions to be designated as such and enumerate efforts that have been instituted to ensure teachers deployed in the Constituency benefit from hardship allowance.

๐๐ฎ๐ญ๐ฎ๐ฅ๐š ๐Œ๐, ๐‡๐จ๐ง. ๐‰๐จ๐ฌ๐ž๐ฉ๐ก ๐Œ๐š๐ž๐ซ๐จ ๐Ž๐ฒ๐ฎ๐ฅ๐š posed his questions to TSC to clarify whether there is understaffing both in primary and secondary schools in Butula Sub County, why only 3 out of one hundred and sixty (160) applicants in Butula Sub County qualified in the recently concluded recruitment of teachers and outline the affirmative action put in place to ensure that qualified teachers hailing from Butula Sub County are employed to mitigate the understaffing of teachers both in the short term and long term.

The House resumed debate on the Motion to develop a policy for funding Junior Secondary Schools and amend the Education Act of 2012 by Mbeere North, MP. Hon. Geoffrey Ruku.

The Motion cites curriculum overload, limited access to technology, overburdening of parents, lack of adequate infrastructure and the need to have competent and well trained teachers as some of the issues affecting education at Junior Secondary Schools in Kenya.

This motion elicited an intense debate by Members. Question on the Motion will be put at a later date, to be scheduled by the House Business Committee.

Nakuru Town East MP, Hon. David Gikaria moved a Motion for the Second Reading of the Bill which seeks to repeal section 182 of the Penal Code.

Hon. Gikaria noted that the section is misused by Police Officers to harass innocent Kenyans who commit petty offences like loitering among others.

This Motion was seconded by Kacheliba MP, Hon. Titus Lotee and received support of a number of members.
