A joint session of the National Assembly's Committee on Administration and Internal Security and the Senate's Standing Committee on National Security, Defence and Foreign Relations today Thursday, August 15, 2024 held approval hearings for the Inspector General of Police nominee, Mr. Douglas Kanja.Β 

During the vetting, Mr. Kanja assured Kenyans that he will use his vast experience in the Police Service to enhance National Security. He said that his 39 years of service has equipped him to transform the police force for the benefit of all Kenyans.

Kanja outlined key areas he intends to prioritize if approved as Inspector General, including the persistent issue of cattle rustling.

He pledged to implement measures and technology to eradicate this problem, noting that despite Government efforts, the crime has persisted, particularly as it has become more commercialized. He expressed confidence that his strategies will effectively address this issue.

In response to questions regarding police brutality, particularly during protests and cases of extrajudicial killings, Mr. Kanja assured the Committee that all incidents of police misconduct are under investigation and those found guilty will face the full force of the law.Β 

"I will ensure the Police Service operates within the framework of the Constitution. Extrajudicial killings are illegal," he asserted.

He also highlighted the importance of increasing the number of National Police Reservists, citing their critical role in curbing criminal activities due to their deep understanding of local areas.

When asked about the Kenya Police Mission in Haiti, Mr. Kanja informed the lawmakers of significant achievements, including the restoration of airport services, hospitals and schools. He praised the officers deployed in Haiti for their exemplary work and noted the warm reception they received from Haitian citizens.

Addressing concerns about corruption and conflicts of interest within the police force, the nominee committed to leading the fight against corruption and implementing measures to eliminate conflicts of interest among officers.

He also promised to establish a professional work plan to address issues related to transfers and promotions, particularly the problem of officers remaining in one post for extended periods.

On the matter of police roadblocks, he stated that if appointed, he would ensure that roadblocks are set up only when necessary and improve communication with the public to provide accurate and timely information.

Regarding human trafficking and drug smuggling, he pledged to collaborate with key stakeholders including the National Intelligence Service (NIS), the Directorate of Criminal Investigations (DCI) and the public to combat the vices effectively.

Mr. Kanja also addressed the welfare of police officers emphasizing the need for improvements and urging Parliament to allocate additional funds to support the initiatives.

The joint committee will now prepare a report to be submitted to both Houses of Parliament by August 20, 2024, either approving or rejecting his nomination.
