Speaker nominates Members to Mediation Committee on National Rating Bill, 2022

Speaker of the National Assembly Speaker, Rt. (Dr.) Hon. Moses Wetang’ula has named Members to the Mediation Committee on the National Rating Bill, (National Assembly Bill No. 55 of 2022). This followed the National Assembly’s rejection of the Senate's Amendments to the Bill on June, 12, 2024.

  Among nine National Assembly Members to the Mediation Committee are six Departmental Committee on Lands Members led by Chairperson, Hon. Joash Nyamoko (North-Mugirango), Vice-Chairperson, Hon. Jayne Kihara (Naivasha), Hon. Joseph Gitari (Kirinyaga-Central), Hon. Josses Lelmengit (Emgwen), Hon. Mathias Robi (Kuria West), Hon. Thuddeus Nzambia (Kilome), Hon. Paul Katana (Kaloleni). The other Members are; Mombasa County MP, Hon. Zamzam Mohammed and Wajir County MP, Hon. Fatuma Jehow.

 Hon. Wetang’ula indicated that he was awaiting the appointment of Members from the Senate for the Committee to be fully constituted and would relay the same to the National Assembly as soon as he receives a Message from the Senate to that effect.

 “Thereafter, the Mediation Committee will embark on an attempt to develop a mediated version of the Bill in accordance with Article 113 of the Constitution,” noted Hon. Wetang’ula.

 Where a Bill is referred to a mediation committee under Article 112, the Speakers of both Houses are required to appoint a mediation committee consisting of equal numbers of members of each House to attempt to develop a version of the Bill that both Houses will pass.

 Broadly the National Rating Bill, 2022 seeks to provide a comprehensive framework for imposition of rates on land and buildings by County Governments to provide for valuation of rateable property; to provide for the appointment and powers of valuers; to provide for the establishment, powers and functions of the National Rating Tribunal and for connected purposes
