Endebess MP, Hon. (Dr.) Robert Pukose has petitioned the National Assembly on behalf of the representatives of the Health Sector Unions Societies and Associations.
The petition seeks to address the health sector challenges that exist in the form of delays in the posting of medical interns and the absorption of universal health coverage (UHC) contract staff.
Hon. (Dr.) Pukose stated that in April 2020, following the outbreak of COVID-19, the Government recruited several health workers on one-year Universal Health Coverage (UHC) internship contracts to boost efforts on the achievement of Universal Health services as well as to aid in the fight against COVID-19.
Further, he informed the House that the contracted health workers were released at the lapse of the one-year term without renewal, leaving a huge employment gap. He stated that the workers were sent packing despite having been assigned personal numbers in the Ministry of Health books.
โThe exit of the health workers created a shortage that is yet to be addressed to date. The issuance of personnel numbers has also made it hard for them to get any other employment in the public service since they are already deemed to be in employment,โ Hon. (Dr.) Pukose said.
The petitionerโs prayer was for the Public Petitions Committee to investigate the reasons behind the failure of the Ministry of Health to facilitate the posting of graduate interns for mandatory internship from September 2023.
Further, the petitioners sought answers to the circumstances surrounding the failure of the Ministry of Health to transition health workers contracted under the UHC in 2020 to permanent and pensionable terms as per the Kericho UHC Agreement of 2023.
Hon. Robert Mbui (Kathiani) urged Members to take the petition seriously as the health sector is important to the country. He condemned police brutality after the Secretary General of the Kenya Medical Practitioners, Pharmacists and Dentists Union was injured during protests held by health practitioners on the same.
