The Budget & Appropriations Committee is holding meetings to consider legislative proposals before they are published as Bills in compliance with Standing Orders 143 (5).
Chaired by the Vice-Chair, Hon. Mary Emaase Otucho (Teso South), the Committee considered the Sexual Offences (Amendment) Bill, the Carbon Credit & Sharing Bill (2023), the National Police Service Commission (Amendment) Bill (2023), the Health (Amendment) Bill (2023), the Capital Markets (Amendment) Bill (2023), the Advocates (Amendment) Bill (2023), the National Government Coordination (Amendment) Bill (2022) and the Poverty Eradication Bill (2022).
Β The proposed Carbon Credit and Sharing Bill (2023) sponsored by Hon. Joseph Lekuton (Laisamis)Β seeks to ensure fair and equitable sharing of benefits among stakeholders while promoting development of the carbon credit trading sector in Kenya.Β
The National Government Coordination (Amendment) Bill (2023) by Hon. Eckomsd Mutuse (Kibwezi West)Β and Hon. Simon Kingara (Ruiru) will see recognition of village heads in respect to every village as Government administrative officers who will form part of National Government Administration Officers (NGAO) and will be remunerated a total Ksh. 7,000 per month inclusive of a monthly stipend of Ksh. 4,000, transport allowance of Ksh. 2,000 and airtime allowance of Ksh. 1,000.
The proposedΒ Advocates (Amendment) Bill (2023) by Hon. Owen Baya (Kilifi North) seeks to give reciprocity to the lawyers from Burundi and Rwanda to practice in Kenya subject to them having the requisite professional and academic qualifications, This legislative proposal will benefit the country financially through admission fees by these lawyers.
Β The Sexual Offences (Amendment) Bill (2023) by Hon. Dorice Aburi (Kisii County) seeks to strengthen the legal mechanism protecting children by creating awareness among perpetrators who may not know the legal recourse for prosecution and subsequent jail terms.
The National Police Service Commission (Amendment) Bill, 2023 by Hon. Peter Masara (Suna West) seeks to mainstream mental healthcare in the National Police Service with the objective of making provisions for the mental wellness and well-being of police officers.
The Bills recommended by the Budget & Appropriations Committee (BAC) to the House shall proceed in the same manner as a Bill originating in the National Assembly after First Reading.
