The Departmental Committee on Education chaired by Hon. Julius Melly (Tinderet) has raised concerns over the prolonged tenure of teachers serving in acting capacities.

During a meeting with the Chief Executive Officer (CEO) of the Teachers Service Commission (TSC) Dr. Nancy Macharia, MembersΒ  emphasized the need for immediate action to address the challenge, which they noted affects many tutors.

Hon. Melly expressed his unease regarding the situation, stating that it is disheartening to witness many teachers being stuck in the same position for an extended period. He further urged the TSC to prioritize appointing teachers to substantive positions rather than leaving them in acting roles indefinitely.

"When a teacher serves in an acting capacity for over one year, that is a problem. It is sad that most tutors find themselves in this situation. The Commission should appoint the teachers to substantive positions," said Hon. Melly.

In addition, the Committee Vice Chairperson Hon. Malulu Injendi (Malava) raised the issue of remuneration for teachers serving in acting positions. He questioned why these teachers do not receive compensation for the additional responsibilities they undertake.

In response, Dr. Macharia acknowledged that the TSC has indeed assigned administrators to act in various positions within schools. However, she said that budgetary constraints have influenced this decision.

"Promotions require, amongst other factors, the availability of funds. The Commission has repeatedly requested budgetary allocation from the Government to finance these promotions. However, due to the prevailing economic constraints, the requested funds have not been provided," explained the CEO.

Dr. Macharia disclosed that the Commission has engaged the Salary and Remuneration Commission(SRC) to seek approval for the payment of a Special Duty Allowance as compensation for teachers serving in acting capacities.
