The National Assembly Select Committee on Delegated Legislation chaired by Hon. Samwel Chekponga (Ainabkoi) held meetings with the Cabinet Secretary for Defence Hon. Aden Duale and Cabinet Secretary for Agriculture and Livestock Development, Hon. Mithika Linturi over the Public Finance Management (National Peace Support Operations Fund) Regulations, (2023), and the National Cereals and Produce Board (National Strategic Reserve) Regulations, (2023), respectively.
Hon. Duale told the Committee that the object and purpose of the proposed legal instrument is to provide funds to support the participation of the KenyaΒ Defence Forces (KDF) in peacekeeping missions.Β
He added that the proposed fund is intended to finance the establishment of equipment parks,fund the acquisition and maintenance of contingent owned equipment and other assets for Peace Support Operations (PSO),fund research, monitoring and evaluation of activities related to PSO, fund the force generation and force projection activities among others.
In addition Hon. Duale said, "Kenya participates in PSOs to secure her national interests, preserve territorial integrity, promote regional peace and security, advance economic prosperity and project her image in fulfilment of international obligations".
On his part, CS Linturi told the Committee that once the regulations are agreed upon, the Ministry through the National Cereals and Produce Board (NCPB) would have sufficient food reserves that would be used during prolonged droughts such as the one witnessed in the country recently.
Members highlighted some issues that they felt should be re-looked into before the proposedΒ regulations are tabled in the House for consideration.
