The Senate Standing Committee on Labour and Social Welfare led by Sen. Miraj Abdullahi held a meetingΒ
todayΒ with the Governor of Vihiga County to receive his response on a Statement sought by Vihiga County Senator Godfrey Osotsi on Human Resource Audit Process in Vihiga County.
Senate had requested the Governor to;
1. Provide reasons for the inordinate delay in finalizing an Audit process on Salaries for both employees on manual and Integrated Payroll and Personnel Database (IPPD) payrolls particularly for the month ofΒ September 2021
, which gave the expenditure as Kshs. 213,133,757 while analysis of employees at work station established the actual total expenditure to be Kshs. 158,950,496.50. Give reasons for discrepancy in salary expenditure.
2. Investigate allegations that a number of employees are drawing salaries from the payroll yet they cannot be physically traced in the County records, disclosing the particulars of these ghost workers based on the available internal data and bank account details.Β
3. Measures taken by the County Government to stop further loss of Public Funds through monthly payment to ghost workers, stating the steps taken to recover public money paid to the said workers.Β
4. The number of Human Resource Audits undertaken so far in Vihiga County Government, their outcomes and specific actions.Β
Accompanied by the Chairperson of the Vihiga County Public Service Board Amb. Franklin Esipila, Mr. Ayiego Ezekiel the County Secretary and a delegation from his County; the Governor and his team submitted clarifications on matters which had not been clearly stated in their written submissions.Β
