Earlier today, the Senate Standing Committee on Trade, Industrialization and Tourism led by the Vice- Chair, Sen. Esther Okenyuri met today to consider Legal Briefs on the County Licensing (Uniform Procedures) Bill, Senate Bill No.9 of 2022 and the Start-up Bill, 2022 (Senate Bill No. 14 of 2022). 

Sponsored by Senator Crystal Asige, the County Licensing (Uniform Procedures) Bill, 2022 seeks to establish uniform framework which will form the basis of licensing processes in counties. 

A uniform framework for licensing will guarantee certainty and predictability for business owners trading within counties and is vital to the ease of doing business in counties. 

A business environment underpinned by certainty and predictability will boost entrepreneurship, create employment opportunities, reduce the cost of doing business and promote regular and reliable revenue streams for county governments.

The Committee has invited the Public to Submit Memoranda on any representations that they may have on the Bill on or before Tuesday, 14th March 2023.

On the other hand, the Start-Up Bill, 2022, sponsored by Sen. Mariam Omar seeks to provide a framework to encourage innovation and incentivise the establishments of startups through incubation programmes and a streamlined administrative mechanism for registration and operations.
