COMMITTEE ON IMPLEMENTATION QUESTIONS NORTH WATER WORKS AND TANA AND ATHI RIVER ON IMPLEMENTATION STATUS OF RECOMMENDATIONS BY PUBLIC INVESTMENTS COMMITTEE
The National Assembly Select Committee on Implementation chaired by Hon. Raphael Wanjala (Budalangi) met with officials of the Northern Water Works Development Agency (NWWDA) and the Tana and Athi Rivers Development Authority (TARDA). The agenda of the meetings was to find out the extent to which NWWDA and TARDA have implemented the recommendations of the Public Investments Committee (PIC) in the 12th Parliament.
The Auditor General had raised queries with NWWDA in regard to; non-existent policy guidelines, non-compliance with the Service Provision Agreement between water companies and the Agency’s Board, irregular procurement of project consultancy services, payment of services not rendered, unaccounted for funds, payments owed by county governments and water service providers, and unbudgeted expenditures.
According to the Acting Chief Executive Officer (CEO) Mr. Andrew Rage, a number of these issues have been resolved and recommendations by the PIC implemented.
In the meeting with TARDA led by the Managing Director Mr. Liban Roba Duba areas of concern for the Committee were; reported losses made by the Authority to the tune of Kshs.12.2 billion resulting from depreciation charges on Masinga and Kiambere Hydropower facilities and non-remittance of accrued revenue due from Kenya Power and Lighting Company.
The Authority was also reported to be in possession of three parcels of land with no ownership documents, had spent lots of money on litigation against its former Managing Director, overspent on accommodation and subsistence allowances against the approved budget, and had several incomplete projects during the period under review.
