Presentation Of Budget Highlights
In accordance with the provisions of Standing Order 241, the Cabinet Secretary for the National Treasury will appear before the National Assembly for the pronouncement of the budget highlights and revenue-raising measures for the National Government, the Judiciary and Parliament for the financial year 2017/2018 on the afternoon of Thursday, March 30, 2017.
Unlike the previous scenario where the then Ministers for Finance would present the estimates during ‘Budget Days' , the current arrangement where Cabinet Secretaries are not Members of Parliament has necessitated the rethinking of applicable rules of procedure.
As such, the National Assembly amended its Standing Orders in August, 2014 to allow the Cabinet Secretary to make his presentation before the plenary. The Sitting on Thursday is expected to be attended by representatives from government agencies, civil society, non-governmental organizations, as well as members of the public.
