The Division of Revenue Bill, 2024 and the Supplementary Appropriations Bill, 2024 have been assented to into law.

In a ceremony at State House, Nairobi on Monday, June 10, 2024 President Dr. William Ruto appended his signature to the two Bills.

Β The Supplementary Appropriation Act 2024 authorizes the release of funds from the Consolidated Fund for various urgent requirements for the fiscal year ending June 30, 2024. Key allocations includeΒ Kshs.4.3 billion to the State Department for Arid and Semi-Arid Areas and Regional Development for humanitarian aid due to flood victims,Β Kshs.3 billion to the Department of Internal Security for El NiΓ±o Disaster Management, andΒ Kshs.3 billion for the Fertilizer Subsidy Program.Β AdditionalΒ funds areΒ designatedΒ for emergency road rehabilitation affected by floods andΒ Kshs.2 billion for the National Police Service's medical insurance.Β 

To enhanceΒ fiscal consolidation and expenditure rationalization, the overall budget has been reduced by 3.3 percent, amounting toΒ Kshs.132.46 billion. The revised budget now stands atΒ Kshs.3, 848.07 billion, down from the originalΒ Kshs.3, 981.53 billion.Β 

Education also receives a significant boost, withΒ Kshs.4.468 billionΒ allocatedΒ to university education andΒ Kshs.1.112 billion to secondary education.Β 

The Division of Revenue Act, 2024 ensuresΒ equitableΒ sharing of revenue between the National and county governments for theΒ financial yearΒ 2024/25. Kshs.400.116 billion has beenΒ allocatedΒ to county governments, marking an increase from the previous year'sΒ allocationΒ and ensuring counties are well-funded to perform their functions effectively.Β 

The enactment also actualizes Article 204 of the Constitution concerning the Equalization Fund, with an allocation ofΒ Kshs.7.852 trillion, equivalent to 0.5 percent of the last audited revenue. These funds will be used to provide basic services such as water, roads, health facilities, and electricity to marginalized areas, aiming to elevate the quality of these services to the national standard.Β 

The Act paves the way for the introduction and consideration of the Appropriation Bill by the National Assembly. This Bill will provide funding for the National Government, Parliament, and Judiciary to ensure essential public services for the people of Kenya. Additionally, the enactment allows Parliament to consider the County Allocation of Revenue Bill, 2024, which will divide theΒ equitableΒ share ofΒ Kshs.400.116 billion among the 47 counties.
