Senate Committee on Roads, Transportation and Housing under the leadership of the Committee's Vice Chairperson, Sen. Peris Tobiko met today to consider several agenda.

The committee first held a meeting with Sen. (Dr.) Boni Khalwale, CBS, MP on the legislative proposal on Motorcycle Public Transport Service Bill, 2023.

The Committee observed that the installation cost of the security devices on motorcycles should be borne by the owner and not the operator or rather the rider of the bodaboda.

Further, the committee suggested that the cost of training should be incurred by County Governments and be undertaken by the local polytechnics and be regulated by the County Board.

The Committee felt that the chances of litigation are going to increase. The employment requirement may be impossible to implement since the industry is wage driven, therefore the committee recommended that Saccos be the employers of the Bodaboda operators.

Members of the committee proposed that prescriptions for the load capacity be put on the manual of policies and regulations and should not be captured in the law to avoid harassment of the operators by law enforcement officers.

Finally, the committee suggested to drop the clause whereby the sale of used personal protective gear such as helmets and reflector vests or jackets when transferring the motorcycle was unhygienic.

The committee also considered the responses on the supplementary statement by Sen. (Dr.) Lelegwe Ltumbesi, MP regarding status of Implementation of (LAPSSET) Project in Samburu County.

The Senators agreed that the responses from the Cabinet Secretary on Roads and Transportation were inadequate and resolved to invite the minister to the committee to expound on the questions asked by Sen. Dr. Lelegwe Ltumbesi.
