PIC GOVERNANCE AND EDUCATION INVESTIGATES STALLED PROJECTS AT JKUAT

The Public Investments Committee on Governance and Education chaired by Hon. Jack Wamboka (Bumula) paid a visit to Jomo Kenyatta University of Agriculture and Technology (JKUAT) to carry out an inspection of projects that have been left incomplete. 

The Legislators demanded a detailed explanation from the university administration, led by Vice-Chancellor, Prof. Victoria Ngumi, and contractors, regarding the delays affecting the erection of a Kshs68.8 million perimeter wall that stalled at the foundation level, a Kshs236.5 million administration block that has remained incomplete since 2012, and a Kshs15 million water-bottling plant that is yet to be operational. 

The inspection visit comes after concerns were raised by the  Office of the Auditor General in its reports.  

The team scrutinized the project agreements, and financial plans, and engaged in discussions with the contractors with the aim of comprehending the reasons behind the projects stalling. The Vice-Chancellor said the reason the construction of a perimeter was stalled is a lawsuit filed by neighboring residents of the University. For the stalled construction of the Administration Block, the Vice Chancellor blamed insufficient funding by the Government.

During a discussion regarding the new policy on the allocation of funds to public universities, Hon. Wamboka assured the Vice-Chancellor that more funds would soon be allocated to public universities and urged the University to finalize the Administration Block once the funds are disbursed.

The Committee's approach emphasizes the importance of accountability and transparency in public investments, particularly in the education sector, and serves as a reminder to all stakeholders to uphold high standards of project management and delivery.
