The Speaker's Panel

Establishment 

1.    The Speaker’s Panel is established pursuant to Standing Order 20 of the Senate Standing Orders. The panel comprises four Senators known respectively as First, Second, Third and Fourth Panelists who are entitled to exercise all the powers vested in the Chairperson of Committees of the Whole. The Members of the Panel are nominated by the Speaker in consultation with the parliamentary party whips, after which the list is submitted to the Senate Business Committee for consideration for appointment to the panel.

2.    The Panel is appointed for the tenure of a term of Parliament and may be replaced at the behest of the Speaker in consultation with the leader of the nominating party.

3.    The Panel meets weekly to consider arising procedural rules and the challenges of pressing in the House.
