COUNTY LEGISLATION TRACKER – COUNTY ASSEMBLIES VISIT

The Senate through the Senate Liaison Office, with the support of Westminster
Foundation for Democracy (WFD) and Mzalendo has created an interactive and
informative online platform for tracking county legislation. The system identified as
County Legislation Tracker (CLT) was created to share important devolution
information as part of actualizing the Senate’s mandate as enshrined in Article 96 of
the Constitution of Kenya.
The CLT was launched in October, 2023 to enhance transparency and accountability
in Kenya's governance by providing a centralized space for tracking Bills and Acts
across 47 county assemblies. It captures all Bills at every stage in every county and
Acts passed by the County Governments and offers an avenue where anyone from
anywhere can view legislations being processed in a specific county.
The official launch was successful with participation from 45 county assemblies,
however, there still remains a crucial need to sustain this initiative by encouraging
the Counties to continue feeding the Website System. As such, the Senate
recognizes the importance of continuous and sustainable engagement with the
county assemblies to ensure that bills and acts are frequently uploaded in a timely
fashion.
In the spirit of collaboration, the Senate, with the support of WFD has expanded
participation and amplified the impact of this initiative by visiting county assemblies.
On 13 th , 14 th and 15 th of March, 2024 the team visited Makueni, Kitui and Machakos
counties to sensitise the assemblies on the importance of feeding the County
Legislation Tracker, understand and resolve the challenges experienced.
The visits were graced by Speaker Hon. Douglas Mbilu, Makueni County and the
County assembly Clerk, Mr. Kelvin Mutuku, Mr. Elijah Mutambuki, County
Assembly of Kitui Clerk, Mr. Dennis Mutua, County Assembly of Machakos Clerk,
several members and top management of the County Assemblies. This new phase
of the County Legislation Tracker will include visiting all 47 County Assemblies.
