PIC ON SOCIAL SERVICES, ADMINISTRATION AND AGRICULTURE MEETS KENYA MEDICAL PRACTITIONERS AND DENTIST COUNCIL OVER AUDIT REPORT

The National Assembly's Public Investments Committee on Social Services Administration and Agriculture chaired by Hon. Emmanuel Wangwe (Navakholo) met with officials of the Kenya Medical Practitioners and Dentists Council (KMPDC) to discuss audit queries raised in the Auditor General's Reports for the Financial Years 2017/2018, 2018/2019, 2019/2020 and 2020/2021. 

The Committee required the Chief Executive Officer of the institution Dr. David Kariuki to explain how the Council has continued to operate while they are technically insolvent and therefore lacks the capacity to operate.

According to the Auditor’s Report for Financial Year 2017/2018, the statement of financial position reflected that liabilities were at Kshs 16,531,666 exceeding the available assets which were at a balance of Kshs. 3,551,023 resulting in negative working capital of Kshs.12,980,643.

According to Dr. Kariuki, the Council had not received funds from the Exchequer until 2021. "Hon. Members, the Council had not been receiving money from the Exchequer until the year ended June 2021. This, therefore, means that facilities had challenges in meeting their obligations. Hon. Chair, we have a limited revenue base against an expanded mandate. The only revenue received was from Registration and Licensing of Doctors and Health Facilities", explained Dr. Kariuki. 

Dr. David Kariuki appealed with the National Assembly through the Committee to help the Council get enough funding through the Exchequer to enable them to address the issues of the capacity to deliver effective services.
