The National Assembly is set to reconvene tomorrow, Tuesday, 11th February 2025, for the fourth session of the Thirteenth (13th) Parliament.
This follows the end of the longΒ recess, which saw the House take a break after an arduous Third session that was characterized by a rejection of the Finance Bill 2024, passage of six tax related laws and an amended Division of Revenue Act.Β
Top on the agenda is the reconstitution and approval of the Membership of eighteen (18) Committees of the House for the remainder of the 13th Parliament, including the House Business Committee chaired by the Speaker.Β
As stipulated in the Standing Orders, the House Business Committee is set to meet to receive from the leadership, both majority and minority, the proposed Chairpersons of the 18 Committees among them all the audit Committees, the Budget & Appropriations Committee, the Public Debt and Privatization Committee and the three (3) Sessional Committees.
Also set to be prioritized is the consideration and approval of the 2025 Budget Policy Statement (BPS) and the Debt Management Strategy both of which are expected to beΒ submitted in the HouseΒ on or before 15th February 2025.
The BPS is an analysis of the policies meant to sustain Kenyaβs economic growth under the prevailing macroeconomic factors meant to guide budgetary allocation over the medium term. It informs budgetary allocation ceilings for the Financial Year and the Medium-term plan for attaining the country's debt management objectives.Β
The recently appointed Independent Electoral and Boundaries Commission (IEBC) Selection Panel has advertised vacancies for the positions of Chairperson and Members of the (IEBC) Commission. The Selection Panel chaired by Dr. Nelson Makanda is expected to conclude the process of recruiting nominees for the positions of Chairperson and Members of the (IEBC) Commission and submit a report to the HouseΒ Β
Several Bills that are at various stages are also set to be re-introduced for consideration by legislators. Key among them includes the County Governments Additional Allocations Bill (2023) which seeks to streamline revenue generation at the County level as well as the Gambling Control Bill, 2023, both of which are in Mediation.
Bills awaiting Committee of the Whole House including the County Governments (Revenue Raising Process) Bill, 2023,Β the Regional Development Authorities Bill, 2023; and the Kenya National Library Service Bill, 2023.
Individual Membersβ Bills that will be processed by the House in the coming months includeΒ the Public Service Internship Bill, (2022)Β Β by Hon. Naisula Lesuuda, MPΒ ,Senate amendmentsΒ to the Public Service (Values and Principles) (Amendment) Bill, (2022)Β Bill by Hon. Abdul Rahim Dawood;Β and the Parliamentary Pensions (Amendment) Bill (2023)Β by Hon. Makali Mulu.
At the second reading stage three Bills will includingΒ the Public Finance Management (Amendment) (No.2) Bill, (2024), the Public Audit (Amendment) Bill, (2024),Β he Fisheries Management and Development Bill, (2023) and the Culture Bill,2024).
Legislators will also deliberate on the Report of the Public Accounts Committee on the examination of the report of the Auditor-General on the Financial Statements for the National Government Ministries, Departments and Agencies for the Financial Year 2021/2022
The House will also commence debate on the Joint Report of the National Assembly Departmental Committee on Justice & Legal Affairs and the Senate Standing Committee on Justice, Legal Affairs & Human Rights on the National Dialogue Committee on Report and the Report of the Multi-Sectoral Working Group on the realisation of the Two-Thirds Gender Principle that was tabled in the House during a special sitting held on January 16th 2025.
