The National Assembly is set to vet nominees for key positions in three Constitutional Commissions and two State Offices, following nominations by H. E the President.

In a communication, Speaker of the National Assembly, Hon. Moses Wetang'ulaΒ informed lawmakers regarding five messages from H.E the President relating to the nomination of 21 persons for positions at the Independent Policing Oversight Authority (IPOA), the Commission on Administrative Justice (CAJ), the Salaries and Remuneration Commission (SRC), the National Gender and Equality Commission (NGEC), and the Central Bank of Kenya.

β€œPursuant to the provisions of Standing Order 42(1), I wish to report to the House that I have received five Messages from His Excellency the President relating to nomination of persons to various positions,” communicated Speaker Wetang'ula.

In the first message, the President nominated Mr. Ahmed Issack Hassan as the Chairperson of the Board of the IPOA in accordance with section 11(5) of the Independent Policing Oversight Authority Act, 2011.

Additionally, Ms. Ann Wanjiku Mwangi, Dr. Micah Onyiego Nyakego, Mr. Boniface Kipkemoi Samati, Dr. Annette Mbogoh, Hon. John Muchiri Nyaga, Mr. Kenwilliams Nyakomitah and Ms. Jackline Lukalo Mwenesi were nominated for the position of members of IPOA.

In his second message, the President had nominated Mr. Charles Orinda Dulo to serve as Chairperson of the Commission on Administrative Justice with Hon. Charles Njagua Kanyi and Ms. Dorothy Jemator Kimengech, nominated to serve as Members of the Commission.

The nominee for the position of Chairperson of the Salaries and Remuneration Commission, Mr. Sammy Chepkwony was selected alongside 5 other nominees representing different sectors in line with the Constitution.

Ms. Jane Gatakaa Njage, to represent the Teachers Service Commission (TSC), Maj. Gen. (Rtd) Martin Kizito Ong’oyi, CBS, to represent the Defence Council, Mr. Mohamed Aden Abdi, to represent the Senate on behalf of County Governments in the Salaries and Remuneration Commission.

Other nominees to SRC include Dr. Gilda Odera, to represent the Federation of Kenya Employers (FKE), Dr. Geoffrey Apollo Omondi, to represent the Central Organization of Trade Unions (COTU) and Mr. Leonid Ashindu, to represent the Association of Professional Societies in East Africa (APSEA).

The fourth message from the President detailed the nomination of Hon. Rehema Dida Jaldesa and Mr. Michael Mbithuka Nzomo (PWD) for appointment as the Chairperson, and member of the National Gender and Equality Commission, respectively, pursuant to Article 250 of the Constitution and section 11(6) of the National Gender & Equality Commission Act, 2012.

In his final message to the National Assembly the President nominated Mr. Gerald Nyaoma Arita to the position of Deputy Governor of the Central Bank of Kenya in accordance with section 13B of the Central Bank of Kenya Act (CAP 491).

β€œIn this regard, I hereby refer the Messages from His Excellency the President, together with the Curriculum Vitae, the Reports of the respective Selection Panels, and that of the Public Service Commission, of the nominees to the respective Departmental Committees.” directed Dr. Wetang’ula.

The persons nominated for positions under IPOA are set to appear before the Departmental Committee of Administration & Internal Security while those nominated for positions in the Commission on Administrative Justice shall appear before the Committee on Justice and Legal Affairs.

The Salaries & Remuneration Commission nominees are expected to appear before the Committee on Labour while those nominated for the National Gender and Equality Commission will appear before the Social Protection Committee.

Mr. Gerald Nyaoma, the nominee for the Deputy Governorship of the Central Bank of Kenya will appear before a joint sitting of the National Assembly Committee of Finance & National Planning and the Senate Standing Committee on Finance and Budget.

The Committees are expected to conclude their hearings and table their reports in the House before the 26th of November, 2024.
