The Senate Justice, Legal Affairs, and Human Rights Committee, chaired by Senator Hillary Wakili Sigei of Bomet, convened a public hearing on the County Governments (State Officers Removal from Office Procedure) Bill, 2024. The Bill, sponsored by Kiambu County Senator Karungo Thang'wa, seeks to establish a comprehensive legal framework for removing county officials, including governors, deputy governors, speakers, executive committee members, and secretaries. It outlines specific procedures for impeachment, removal due to incapacity, and removal through county assembly resolutions.

During the hearing, six key stakeholders presented their submissions: the Ministry of Devolution, the County Assemblies Forum (CAF), the Independent Electoral and Boundaries Commission (IEBC), the WeCare Community-Based Organisation, the Civil Society Parliamentary Engagement Network (CSPEN), and the Office of the Registrar of Political Parties (ORPP).

The Ministry of Devolution criticised the Billβs requirement for impeachment motions to be published in local media, noting, "Having it published in two prominent local media outlets is not possible since many counties lack such outlets." They suggested publication in national newspapers instead, and proposed the inclusion of identity card numbers for verification.

CAF expressed concerns over politically motivated removals and vague definitions of grounds for removal, advocating for clearer terms and enhanced protections for officials. Meanwhile, the IEBC recommended revising impeachment timelines and terminology, aligning them with constitutional practices.

WeCare proposed the inclusion of an appeal mechanism and expanding removal grounds, while CSPEN challenged clauses on governors' immunity and impeachment procedures. Finally, the ORPP supported the Bill but called for further clarifications to align it with constitutional principles of due process.
