The National Assembly on Wednesday, July 31, 2024 approved the Supplementary Appropriation (No. 2) Bill, 2024 with amendments.Β The Bill, which seeks to revise budget allocations, was passed with a number of amendments at the Committee of the Whole House.Β Β
In the First Schedule, the Bill saw amendments in several votes including an increase to Livestock Resources Management and Development of Kshs.987 million and an increase to the allocation of the National Police Service.
MembersΒ acknowledged the unprecedented nature of the First Supplementary Estimates of the 2024/25 financial year.
Kitui Central MP,Β Hon. (Dr.) Makali Mulu highlighted the potential impact on economic growth, stating the need for the country to carry out economic activities through the development budget, to enableΒ economic growth.
On his part, Hon. Wilberforce Oundo noted the timing of the Supplementary Budget, pointing out, "This is the first time probably in Kenya, and could be in many parts of the world, where a Supplementary Budget is prepared before even implementing the main budget."
Hon. Ndindi Nyoro (Kiharu), while moving the Bill emphasized the need for fiscal discipline in light of the current economic climate.
"The cuts have been done in all levels of Government. The cuts have been spread across the two levels of Government. Even the county governments will have a cut of Kshs.20 billion in their equitable share out of the realities that we face at the moment," Hon. Nyoro said.
Following the passageΒ of the Supplementary Appropriation (No. 2) Bill, 2024, the Speaker of the National Assembly will present the Bill to H.E the President for assent.
