The continuous failure by the National Government Constituency Development Fund accounts managers to sufficiently respond to Audit Queries raised on financial statements has once again raised concerns among Legislators.

The Decentralized Funds Accounts Committee on Friday, May 30th, 2025,Β in a meeting held at Machokos county with NG-CDF account managers from a section of the Marsabit County Constituencies, issued a stern warning against failure to sufficiently address and respond to concerns raised by the Office of the Auditor General.

Appearing before the Hon. (Dr.) Gideon Mulyungi chaired Committee, the Fund Accounts Managers from North Horr, Moyale, and Laisamis Constituencies were taken to task to explain why, despite sufficient notice of the meeting, they failed to furnish the Committee with adequate information sought.

βThere is extreme laxity on the part of the Managers, and something has to be done. The NG-CDF Board must address the disconnect between the managers and the actual fund management on the ground. We cannot have a manager come before us and claim the report he is reading was compiled by other people so he doesnβt understand the contents.β Stated Hon. David Mboni (Kitui Rural).

βThe Clerk of the National Assembly should write to the Board CEO to formally lodge complaints against underperforming Managers. They have to be called out on their incompetencies,β he urged.
The Board CEO, Mr. Roy Telewa, also came under sharp criticism for failing to ensure that the managers who are employed by the board deliver on their mandates, despite repeated directives by the Committee to address the bottlenecks.

βWe shall be taking action against the incompetence displayed by some of the account managers that have appeared here previously, and today,β said the Chairperson Hon. Mulyungi. βThis committee may have to compel the CEO to attend every meeting with these Constituencies if this is going to be the trend.β

While chairing the session with the Moyale Constituency Funds Account manager and his team, Hon. Dorothy Muthoni (Meru) was taken aback by the failure by the team to understand and address various audit queries raised by the office of the Auditor General, and subsequently sought more time to make their submissions before the MPs.

βWe have 290 Constituencies and 47 NGAAF Accounts to audit, so we cannot afford to keep calling one Constituency to appear before us repeatedly due to lack of seriousness and commitment to deliver their mandates.β she emphasized.

The Committee chairperson directed that the Account managers must yield to the calls for a more thorough handling of audit queries and make timely submissions when called upon to do so.

The Committee convened the meeting to examine the Auditor Generalβs reports on the three Constituenciesβ financial statements for financial years 2013/2014 up to 2022/2023.
