The National Assembly, on Thursday, July 25, 2024 voted in agreement with the Presidentโ€™s reservations and the recommendation to delete all the Clauses of the Finance Bill, 2024 thereby rejecting the Bill in its entirety.

On Monday, June 24, 2024 the President, H.E, Dr. William Ruto declined to sign the Finance Bill referring it back to the House for reconsideration in exercise of the powers conferred under Article 115(1)(b) of the Constitution.

Consequently, Speaker Wetang'ula referred the President's Memorandum and Reservations to the Departmental Committee of Finance and National Planning for consideration.

In a Communication from the Chair, Speaker Wetang'ula stated that the Committee had considered the reservations and agreed with the President.

"I wish to note that the Committee has recommended that the House agrees with the Presidentโ€™s Reservations that all the Clauses of the Bill be deleted,โ€ he said.

The House was also guided that any Member who wished to move the House to reinstate any Clause of Bill, shall be required to marshal the support of at least 233 Members. This is in keeping with the provisions of Article 115(4) of the Constitution, which requires that such a proposal be supported by at least two-thirds of the Members of the National Assembly.

Members retreated into a Committee of the Whole House and voted in agreement with the President's Reservations and the recommendation to delete all the Clauses of the Finance Bill, 2024. In a simple majority, Members rejected the Finance Bill, 2024 in its entirety.

As a result, the Speaker clarified to the House that there was therefore no Bill to be presented to the President for assent.

โ€œFollowing the decision, the Bill has been rejected in entirety. In this regard, Hon. Members, there is no Bill for the Speaker to present to H.E. the President for assent. To complete the process contemplated under Article 115 of the Constitution, I will simply convey today's decision of the House to His Excellency the President,โ€ said Speaker Wetangโ€™ula
