The Division of Revenue Bill, 2024 and the Supplementary Appropriations Bill, 2024 have been assented to into law.

In a ceremony at State House, Nairobi on Monday, June 10, 2024 President Dr. William Ruto appended his signature to the two Bills.

 The Supplementary Appropriation Act 2024 authorizes the release of funds from the Consolidated Fund for various urgent requirements for the fiscal year ending June 30, 2024. Key allocations include Kshs.4.3 billion to the State Department for Arid and Semi-Arid Areas and Regional Development for humanitarian aid due to flood victims, Kshs.3 billion to the Department of Internal Security for El Niño Disaster Management, and Kshs.3 billion for the Fertilizer Subsidy Program. Additional funds are designated for emergency road rehabilitation affected by floods and Kshs.2 billion for the National Police Service's medical insurance. 

To enhance fiscal consolidation and expenditure rationalization, the overall budget has been reduced by 3.3 percent, amounting to Kshs.132.46 billion. The revised budget now stands at Kshs.3, 848.07 billion, down from the original Kshs.3, 981.53 billion. 

Education also receives a significant boost, with Kshs.4.468 billion allocated to university education and Kshs.1.112 billion to secondary education. 

The Division of Revenue Act, 2024 ensures equitable sharing of revenue between the National and county governments for the financial year 2024/25. Kshs.400.116 billion has been allocated to county governments, marking an increase from the previous year's allocation and ensuring counties are well-funded to perform their functions effectively. 

The enactment also actualizes Article 204 of the Constitution concerning the Equalization Fund, with an allocation of Kshs.7.852 trillion, equivalent to 0.5 percent of the last audited revenue. These funds will be used to provide basic services such as water, roads, health facilities, and electricity to marginalized areas, aiming to elevate the quality of these services to the national standard. 

The Act paves the way for the introduction and consideration of the Appropriation Bill by the National Assembly. This Bill will provide funding for the National Government, Parliament, and Judiciary to ensure essential public services for the people of Kenya. Additionally, the enactment allows Parliament to consider the County Allocation of Revenue Bill, 2024, which will divide the equitable share of Kshs.400.116 billion among the 47 counties.
