The Communication Information and Innovation Committee chaired by Hon John Kiarie (Dagoretti South) met with the Principal Secretary, Information Communication Technology (ICT), Eng. John Tanui and the Konza Chief Executive Officer (CEO), Mr. John Paul who appeared to submit their proposed amendments to the Technopolis Bill, 2024.
ย In their submissions, Mr. Tanui and Mr. Paul said that countries around the world are embracing the Information Technology (IT) services sector as a new driver of growth, economic diversification, and job creation.
ย IT and Business Process Outsourcing (BPO) services that are being outsourced by first-world countries help retain talent and brain drain in low-income countries.
ย โOur Government has prioritized digital work models and BPOs to enable at least 1.5 million digital workers over five years,โ said PS Tanui.
ย Members voiced concerns regarding the governance structure of the envisioned technopolises vis-ร -vis smart cities. They emphasized the importance of collaboration between existing Technopolis entities and other stakeholders within the sector.
ย In addition, there was a concern over the absence of a clear framework outlining the composition of the overseeing board for smart cities.
ย โIf the composition of the board is not clearly outlined, we might have a case where power is abused,โ said Hon. Kiarie.
ย Members advocated for the establishment of individual councils for each technopolis and recognizing the unique cultural dynamics inherent to different technopolis.
ย Additionally, lawmakers expressed apprehension over the lack of youth representation in key decision-making processes, despite their role as the driving force behind current and future technological advancements.
ย Other concerns were that the proposed amendments might inadvertently grant undue dominance to Konza City, potentially impacting the trajectory of upcoming smart cities.
ย The lawmakers agreed that the Bill needs to help create a platform of inclusion and not one of exclusion.ย It will encourage innovation and entrepreneurship.
