The Senate Committee on Information, Communication and Technology has urged Governors to adopt county laws and regulations that govern own-source revenue collection and management.Β Β 

Β 

This comes after the Commission on Revenue Allocation (CRA) informed the Senators that most counties don’t have the requisite legal and regulatory policy framework that administer their revenue collection and management.Β 

Β 

While meeting with the Commission’s Chairperson, Mary Chebukati, at Parliament Buildings earlier today, the Members of Senator Allan Chesang-led Committee urged the county bosses to emulate the National Government in regulating the payment system environment in their respective counties to improve transparency and accountability.Β 

Β 

β€œCounties should adopt segmented legislation for local taxes to enable effective and seamless collection of own-source revenue,” advised Senator Chesang.Β 

Β 

Senators further counselled that the adoption of these laws will not only strengthen the counties' revenue systems and processes but also enhance monitoring and oversight by the Senate.Β 

Β 

Mrs Chebukati, on her part, agreed with the Senators that the regulation of county revenue systems is long overdue and urged governors to adopt the CRA's Model Tariffs and Pricing policy so that they can justify the collection of fees and other county charges.

Β 

The Senate ICT Committee vowed to continue with its inquiry into Integrated Financial Management and Information System (IFMIS) and other county revenue-collection and management systems.
