The National Assembly Departmental Committee on Communication, Information and Innovation, led by Chairperson, Hon. John Kiarie (Dagoretti South) on Friday met with stakeholders to discuss developments and challenges in the communication sector.
ย During the session, The Principal Secretary of the State Department of Broadcasting and Telecommunications (SDBT), Prof. Edward Kisiangโani provided an overview of the Budget implementation for FY 2023/2024, focusing on progress reports for Quarter One and Quarter Two. He highlighted achievements, policy updates, and strategic plans within the State Department.
ย Prof. Kisiangโani also brought to light challenges such as funding constraints, organizational restructuring, and issues within bodies like the Communication Authority (CA) and the Kenya Broadcasting Corporation (KBC).
ย The PS emphasized the need for enhanced funding and support for implementing new organizational structures under the SDBT that have been approved by the Public Service Commission (PSC). He further outlined concerns regarding corruption, pending bills, non-remittance of advertising revenue, and limited resources hindering the fulfilment of the Ministry's mandate.
ย Members expressed concerns over the budget cuts affecting the sector's growth trajectory with Hon. Kiarie highlighted the discrepancy between the allocated budget and the desired contribution of 7.7 percent of the Gross Domestic Product (GDP), stressing the importance of investing in the digital era to remain competitive globally.
ย In addition, Members questioned the Ministry on innovation, youth involvement, and the rollout of key initiatives like "Studio Mashinani" and ICT hubs inwards. The discussions also centred on the role of the Media Council of Kenya (MCK) and the need to address gaps in the CA.
