Today, under the leadership of Senator Godfrey Osotsi, the Senate Committee on County Public Investments and Special Funds (CPISFC) conducted a meeting to assess the progress made by the Garissa County government in executing resolutions outlined during a prior session held on June 13th, 2021. Additionally, it sought to thoroughly deliberate on management responses provided in relation to the Auditor-General's Reports concerning the Financial Statements of the Garissa Water and Sewerage Company Limited for the Financial Years 2018/19, 2019/20, and 2020/21.
During the proceedings, the Committee acknowledged advancements made by the County Government in the implementation of recommended actions. Consequently, they issued a directive to the current Governor, urging expedited execution of pending recommendations to ensure timely and comprehensive compliance.
However, a moment arose when the Committee found the Management responses presented by Garissa County's Governor, Nathif Adan Jama, to be insufficient and therefore unacceptable. In light of this, the Committee arrived at a series of resolutions:
Firstly, the Governor was instructed to withdraw the previously tabled documents and requested to promptly prepare fresh management responses for reevaluation by the Committee. Recognizing the importance of precise responses, the Committee also asked the Auditor-General's Office to guide the County in formulating these revised responses.
Furthermore, the Committee underscored the urgency of financial investigations within the County. They tasked the Auditor-General's Office with presenting a detailed report to the Committee within two weeks, highlighting any financial anomalies.
To enhance transparency, the Committee directed the Governor to furnish them with the names of former officers who might have been uncooperative in providing necessary documents upon request. The Committee also requested written responses from the County Government once the process of financial statement reconstruction concludes.
To facilitate this reconstruction process, the former Managing Director and Finance Manager were urged to supply essential documents. Should any obstruction occur, the Governor was encouraged to seek the Committee's intervention.
The meeting, led by Senator Godfrey Osotsi, was attended by Committee members including Vice Chair Prof. Tom Ojienda and Senators William Kisang, Hamida Kibwana, Tabitha Mutinda, Eddy Oketch, Ledama Olekina and Miraj Abdillahi.
