The Senate Committee on Devolution and Intergovernmental Relations has advised the Nyeri Governor and an aggrieved petitioner to resolve their matter before escalating it to the Senate.
Β Nyeri Governor Hon.Mutahi Kahiga who appeared before the committee said he was unaware of the grievances facing the petitioner prompting the Committee to give them an opportunity to iron out the issue and report back to the Senate within three weeks.
The petitioner, Mr. Julius Wairiuko Wanjohi had claimed that he was employed by then Ministry of Education as a Carpentry Instructor II and posted in Kiaguthu Youth Polytechnic in Nyeri.
He added that following the promulgation of the 2010 Constitution and the advent of devolution, the Youth Polytechnic Training function was subsequently transferred to the County Governments
βAs a result, all the staff who were in the Counties and performing devolved functions were deemed seconded to continue providing services, βhe said in his petition.
Wairuiko however pointed out that although a resolution was made in 2015 to absorb them on permanent and pensionable basis, Several Counties implemented that resolution save for County Government of Nyeri.
The Petitioner therefore pleaded with the Senate to intervene and recommend that the County Government of Nyeri to implement the resolution as required and compensate him for the period between 30th June, 2015 to date.
The Governor agreed with the Senateβs directive to meet with the petitioner and try and resolve the matter and report back to the Senate in three weeksβ time.
The committee further directed the petitioner to furnish the Governor with all documentary evidence of of their employment at the defunct Ministry.
