Under the stewardship of Homabay Senator Moses Kajwang, the Senate Committee on County Public Accounts (CPAC) held a meeting with the County Assembly of Kakamega to closely examine the Auditor General's report on the 2019/2020 financial statements for the County Assembly of Kakamega.
The Committee gave a directive to the County Assembly Service of Kakamega, requesting a heightened awareness campaign among the assembly's members and staff on the provisions of the Public Audit Act and the Public Finance Management (PFM) Act, with a special emphasis on imprest management. Moreover, the Committee directed that a copy of this directive be submitted to the Senate for confirmation.
The Committee found that the motion to establish the ad hoc Committees for Covid-19 was moved after the actual establishment of the committees. Consequently, they suggested that the Clerk write demand notes to the members, urging them to surrender any outstanding imprest. If the members failed to comply, the Committee agreed to initiate recovery proceedings.
A proposal was also voiced for fostering improved cooperation between the management and staff of the County Assembly. Additionally, due to the unavailability of adequate supporting documents, the Committee decided to delay the review of a section of the audit report. Consequently, the County Assembly was granted an opportunity to supply the necessary responses during their appearance for the audit of the 2020/2021 Financial Year.
In addition to Senator Kajwang, the meeting was attended by other Committee members, namely, Vice Chair Senator Samson Cherarkey and Senators Fatuma Dullo, Richard Onyonga, John Methu, Gataya Mo Fire, Okiya Omtatah, Mariam Omar, and Edwin Sifuna. Senator Bony Khalwale also attended the meeting as a friend of the committee.
