Hon. Mwengi Mutuse (Kibwezi West)Β has given Notice of a Motion calling on the Government to institutionalize rainwater harvesting and develop an affirmative action plan for investment in rainwater harvesting purification, storage, and distribution. Specifically, Hon. Mutuse wants the Government to address the lack of water in the Arid and Semi-Arid Lands (ASAL).
Making reference to the Water Act (2016), which provides for guaranteed access to clean and safe water for all citizens, the legislator highlighted the importance of water in ensuring human and animal health, food security, and a sustainable environment.
Β "With a population of nearly 53 million, it is alarming that approximately 28 million Kenyans lack access to safe water, while 41 million lack access to improved sanitationβ, read the Motion.
According to the Motion, the lack of clean and adequate water has far-reaching effects on various aspects of life, including economic activities, food security, education, and health, with rural areas and urban slums being particularly affected.
In addition, recurring droughts have led to acute water shortages, resulting in loss of lives, livelihoods, and environmental degradation with ASAL regions experiencing the most severe consequences.
Β This, therefore, calls for the GovernmentΒ to interveneΒ with an aim of addressing the water crisis, improving living conditions, and promoting sustainable development in these regions
