The National Assembly has passed the reports of the DepartmentalΒ Committee on Environment, Forestry and Mining Committee on two Conventions championing for climate change and environment conservation.Β
The Motions to adopt the Committeeβs Reports on the conventions were moved by the Committee Vice chairperson, Hon. Charles Kamuren (Baringo South).
The first Report presented before the House for debate was the one on the ratification of the amended Nairobi Convention and Protocol for the Protection of Marine and Coastal Environment of the Western Indian Ocean from land-based sources and activities.
This convention, mandates the contracting parties to take all appropriate measures to prevent, reduce and combat pollution of the Convention area caused by dumping of wastes and other matter at sea from ships, aircraft, or manmade structures at sea.
βThe amendment seeks to approve and support the development of sound marine resources management, protection and conservation which will define sustainable land use, support socio-economic development, ensure environmental sustainability,β read part of the Report.
Hon. Kamuren also moved a Motion on the Ratification of the Kigali amendments on the Montreal Protocol on the Substances that Deplete the Ozone Layer Report. The amendment calls for a gradual reduction in the consumption and production of hydrofluorocarbons (βHFCsβ), which are potent greenhouse gases.Β
While supporting the Motion for adoption of the Report, Hon. George Murugara (Tharaka) stated that the issue of Ozone layer is not new to Kenya.Β He supportedΒ the growth of carbon credit which he says will ensure that the toxic carbon emissions are neutralized in the atmosphere.
He told the House that some of the effects of destroying the Ozone layer included the rise in temperatures and lack of rains.
βWe have to establish these substances that deplete the Ozone layer, once we know what they are, we have to move in as scientists in a scientific manner to tell everyone in the country that we have to protect our Ozone layer,β Hon. Murugara said.
