The 12th Ordinary Session of The Forum of Parliaments of the Member States of the International Conference on the Great Lakes Region (FP-ICGLR) will be held in Nairobi, on April 2-6, 2022.

The conference is organized by the General Secretariat of the FP-ICGLR, in collaboration with the Parliament of the Republic of Kenya.

The Speaker of the Senate Rt.Hon. Kenneth Lusaka EGH,MP is the president of the Forum.

The Forum brings together national parliaments of the twelve (12) member-states of ICGLR, namely; Angola, Burundi, the Central African Republic, the Republic of Congo, the Democratic Republic of the Congo, Kenya, Rwanda, South Sudan, Sudan, Uganda, Tanzania and Zambia.

The event will be held at Serena Hotel. This year’s theme is: The Role of Parliaments in Conflict Resolution in the Great Lakes Region.   

The main objective of the FP-ICGLR is to make a significant parliamentary contribution to the implementation of the Pact on Security, Stability and Development in the Great Lakes Region.  

The FP-ICGLR intervenes in the following areas where it has corresponding committees: “Democracy and Good Governance”, “Peace and Security”, “Humanitarian and Social Issues”, “Economic Development, Natural Resources and Regional Integration” and “Issues of Gender, Children and Vulnerable persons”.  

The Plenary Assembly is the supreme organ of the FP-ICGLR. In accordance with Article 6 of the Inter-parliamentary Accord Establishing the FP-ICGLR signed in Kigali, as amended to date, the Plenary Assembly is competent to deliberate on all matters falling within the scope of the Forum.  

The Twelfth Ordinary Session of the Plenary Assembly will start with the Seventh Statutory meeting of the Committee on  Democracy and Good Governance  and the Joint 4th Statutory meeting of the Committee on  Gender, Children and Vulnerable Person  and  Social and Humanitarian Issues , both meetings to be held on April 2th ; the 24th Ordinary Session of the Executive Committee on April 3th ; the 12th Ordinary Session of the Conference of Speakers on April 4th and the Plenary Assembly Proper on April 5-6.  

The Executive Committee and the Conference of Speakers will review and approve the agenda and the topics to be discussed in Plenary, as well as some internal issues of the Forum.

 A segment of the 12th Ordinary Session of the Conference of Speakers will be dedicated to a discussion on the mechanisms to enable FP-ICGLR to effectively contribute to the resolution of conflicts in the Great Lakes Region in accordance with point 11 of the Final Declaration of the 11th Ordinary Session of the Plenary Assembly. 

During the Plenary Assembly, interventions and debates will focus on the recent evolution of the security, political and humanitarian situation in the Great Lakes Region ; Consideration and adoption of the draft resolutions on ICGLR countries with security, political and humanitarian challenges ; Reflect on the Role of Parliaments in Conflict Resolution  and discussion on internal issues of the Forum, among others.
