HOUSE APPROVES COUNTY ALLOCATION OF REVENUE BILL, 2020
House approves Bill in record time to unlock Kshs. 370 billion funding to Counties
The National Assembly, Tuesday, October 06, 2020, passed the County Allocation of Revenue Bill, 2020. The Bill was referred to the National Assembly on Thursday last week from the Senate.
This expeditious passage comes hot on the heels of the approval of the Third Basis for Revenue sharing among County Governments by the National Assembly in a record three days.
The County Revenue of Revenue Bill, 2020 contains a total allocation of KES 369.87 billion for the financial year 2020/2021 comprising of –
1. Equitable share of KES 316.5 billion;
2. GoK Conditional Grants of KES 13.73 billion;
3. RMFL Fund (Road Maintenance/Fuel Levy) of KES 9.43 billion; and
4. Loans & Grants of KES 30.2 billion
The Conditional Allocation will cover such services as leasing of medical equipment and rehabilitation of youth polytechnics.
Pursuant to Article 110(5) of the Constitution, the ball is now in the court of the Speaker of the Senate to timeously present the Bill to the President for Assent.
Upon its Assent, the Act will unlock funds to allow for the financing of functions and operations under the County Governments which have largely stalled since the beginning of the current financial year.
