PUBLICATION OF NAMES AND QUALIFICATIONS OF ALL APPLICANTS FOR THE POSITION OF CHAIRPERSON AND MEMBER OF THE INDEPENDENT ELECTORAL AND BOUNDARIES COMMISSION

 WHEREAS Articles 88, 166(3) and 250 of the Constitution of Kenya, 2010, sections 5 and 6 of the Independent Electoral and Boundaries Commission Act, Cap. 7C (referred to as the IEBC Act) and the First Schedule thereto, provide for the membership of the Independent Electoral and Boundaries Commission (IEBC) and the process of appointment of the Chairperson and Members of the IEBC;

AND WHEREAS by a Gazette Notice No. 1901 of 14th February, 2023 and by Gazette Notice No. 2643 of 1st March, 2023, His Excellency the President declared one (1) vacancy for the position of the Chairperson of the IEBC and six (6) vacancies for the position of Member of the IEBC;

 

FURTHER WHEREAS by a Gazette Notice No. 715 of 27th January, 2025, His Excellency the President appointed the Members of the Selection Panel for the Recruitment of Nominees for appointment as the Chairperson and Members of the IEBC;

NOTING that the Selection Panel on 1st February, 2025 published an advertisement in the Gazette, two newspapers of national circulation and on the website of the Parliamentary Service Commission inviting applications from qualified persons for the vacancies in the positions of chairperson and members of the Independent Electoral and Boundaries Commission;

       NOW THEREFORE AND PURSUANT to paragraph 3(1) of the First Schedule to the IEBC Act and the Gazette Notice No. 715 of 27th January, 2025, the Selection Panel hereby publishes the names of all persons who applied for the position of Chairperson and the six vacancies for the position of Member of the Independent Electoral and Boundaries Commission and their qualifications, by the deadline of Saturday, 15th February, 2025 at 5:00 p.m. (East African Time)

THE CONSTITUTION OF KENYA

COMMISSION ACT (CAP. 7C)

VACANCIES IN THE POSITIONS OF CHAIRPERSON AND MEMBERS OF THE INDEPENDENT ELECTORAL AND BOUNDARIES COMMISSION

 

WHEREAS Articles 88, 166(3) and 250 of the Constitution of Kenya, 2010, sections 5 and 6 of the Independent Electoral and Boundaries Commission Act, Cap. 7C (referred to as the IEBC Act) and the First Schedule thereto, provide for the membership of the Independent Electoral and Boundaries Commission (IEBC) and the process of appointment of the Chairperson and Members of the IEBC;

AND WHEREAS by a Gazette Notice No. 1901 of 14th February, 2023 and by Gazette Notice No. 2643 of 1st March, 2023, His Excellency the President declared one (1) vacancy for the position of the Chairperson of the IEBC and six (6) vacancies for the position of Member of the IEBC;

FURTHER WHEREAS by a Gazette Notice No. 715 of 27th January, 2025, His Excellency the President appointed the Members of the Selection Panel for the Recruitment of Nominees for appointment as the Chairperson and Members of the IEBC;

NOW THEREFORE the Selection Panel for the Recruitment of Nominees for appointment as the Chairperson and Members of the IEBC invites  applications from qualified persons who satisfy the provisions of the Constitution, and the Independent Electoral and Boundaries Commission Act as follows

 

1.    CHAIRPERSON OF THE IEBC (Ref. SP/IEBC/1/2025)— ONE (1) VACANCY

PURSUANT to Article 166(3) of the Constitution as read with section 6(1) of the Independent Electoral and Boundaries Commission Act, a person is qualified for appointment as Chairperson of the IEBC if such person is qualified to hold the office of Judge of the Supreme Court under the Constitution, that is, the applicant must have

(a)           at least fifteen years’ experience as a superior court judge; or

(b)           at least fifteen years’ experience as a distinguished academic, judicial officer, legal practitioner, or such experience in other relevant legal field; or

(c)           held the qualifications mentioned in paragraphs (a) or (b) for a period amounting, in the aggregate, to fifteen years; and

(d)           met the requirements of Chapter Six of the Constitution.

FURTHER pursuant to Article 88(2) of the Constitution, a person is not eligible for appointment as Chairperson of the IEBC, if the person—  

(a)           has, at any time within the preceding five years, held office, or stood for election as—

(i)      a member of Parliament or of a county assembly; or

(ii)    a member of the governing body of a political party; or

(b)           holds any State office.

 

2.    MEMBER OF THE IEBC (Ref. SP/IEBC/2/2025)— SIX (6) VACANCIES

PURSUANT to section 6(2) of the Independent Electoral and Boundaries Commission Act, a person is qualified for appointment as a Member of the IEBC if such person—

(a)           holds a degree from a recognized university;

(b)           has proven knowledge and at least ten years’ experience in any of the following fields

(i)      electoral matters;

(ii)    management;

(iii)   finance;

(iv)  governance;

(v)   public administration;

(vi)  law;

(vii) information and communication technology; and

(viii)           accounting.

(c)           meets the requirements of Chapter Six of the Constitution.

 

FURTHER pursuant to Article 88(2) of the Constitution, a person shall be disqualified for appointment as a Member of the IEBC, if the person— 

(a)           has, at any time within the preceding five years, held office, or stood for election as—

(i)      a member of Parliament or of a county assembly; or

(ii)    a member of the governing body of a political party; or

(b)           holds any State Office.

 

APPLICATION PROCESS

(a)                  Applications should be accompanied by-

                        (i)      a detailed curriculum vitae;

                       (ii)     certified true copies of academic and professional certificates;

                       (iii)     a copy of the applicant’s National Identity Card or Passport; and

                      (iv)    testimonials and other relevant supporting documents.

 

(b)                  Applicants shall be required to attach to their applications, current and valid clearances from the following bodies:

(i)            The Kenya Revenue Authority;

(ii)          The Higher Education Loans Board;

(iii)         A Credit Reference Bureau;

(iv)        The Directorate of Criminal Investigations; and

(v)          The Ethics and Anti-Corruption Commission.

NB: The proviso to section 9(5) of the Employment Act, Cap.226 states that “…an applicant for a state office shall provide compliance or clearance certificates at such times in the recruitment or approval process as they may be required”.

(c)Applications should be addressed to:

(d)                  Applicants must clearly indicate the reference number of the position  they are applying for: CHAIRPERSON OF THE IEBC (Ref. SP/IEBC/1/2025) or MEMBER OF THE IEBC (Ref. SP/IEBC/2/2025);

 

(e)                  Applications and supporting documentation may be—

 

                              (i)         hand-delivered in a sealed envelope between 8.00 a.m. to 5.00 p.m. to the Secretariat of the Selection Panel for the Recruitment of Nominees for appointment as the Chairperson and Members of the IEBC, 3rd Floor, County House Building, Parliament Road; or

                                                            

                            (ii)         submitted online as a PDF file format attachment by emailing to iebcselectionpanel2025@parliament.go.ke;

 

(f)   All applications must be received on or before Saturday, 15th February, 2025 at 5.00 p.m. (East African Time).

IMPORTANT NOTICE

(a) The names of all applicants and the interview schedule of those short-listed shall be published in the print media, the Kenya Gazette and on the Parliamentary Service Commission website

(b) Only short-listed candidates shall be contacted for interviews.

The Parliamentary Service Commission invites applications from energetic and results-oriented individuals interested in serving in the following two positions for a term of five years with eligibility for re-appointment for one further term of five years.

1.    DIRECTOR, HANSARD AND AUDIO SERVICES PSC 15 (NATIONAL ASSEMBLY) - (ONE VACANCY) PSC/NA/01/2025

2.    DIRECTOR, HANSARD AND AUDIO SERVICES PSC 15 (SENATE) - (ONE VACANCY) PSC/SEN/01/2025

Duties and Responsibilities

I. Managerial/Supervisory Responsibilities

a)   Overall control and management of the Directorate in the day to day operations to ensure smooth flow of processes

b)   Training, coaching and mentoring of staff on day to day basis in order to ensure that staff are well trained and motivated

c)   Allocation of duties to staff and supervision of daily activities in order to ensure orderly conduct of business

d)   Enforcement of Parliamentary Service Rules and Regulations to ensure discipline is maintained at all times and at all levels

e)   Preparation and implementation of the Directorate’s Budget proposals and procurement plans to facilitate smooth service delivery.

f)     Preparation and implementation of the Directorate’s Training Plans to build staff

capacity and enhance performance.

g)   Preparation and implementation of the Directorates work plans to ensure staff are working towards a balanced portfolio of activities appropriate to their role and the stage of their careers

h)   Aligning the Directorate’s goals with the institutional goals and strategic plan to

ensure that organization targets are met within the stipulated timelines

i)      Formulating Editorial/Reportorial/Recording policy to guide the Hansard Production Process to ensure consistency and conformity to guidelines or House style.

j)      Formulating a Hansard Audio Manual and regularly reviewing the same to ensure that production conforms to acceptable standards and best practices in similar jurisdictions.

k)    Supervision of Directorate’s documentation and research functions to ensure research on emerging trends in verbatim reporting.

l)      Providing leadership in the Directorate and advising the management on Hansard and Audio matters in order to mainstream the Directorate with the Organization.

m)  Carrying out continuous assessment of staff and regular appraisal and use reports of such assessment and appraisal to analyse the officers’ training and promotional needs among others, to motivate staff.

n)   Representing the Directorate and institution of Parliament in national and international professional forums.

o)   Liaise with the management and other directorates and departments to continually improve the safety and health of staff/guests through fire drills, lecturers, identification and reporting of crime to the appropriate authorities.

p)   Liaising with other directorates and departments to facilitate service delivery and availability of Hansard and Audio reports for their consumption.

II. Operational Roles and Responsibilities

g)   Oversee preparation of daily schedules of duties for Reporters and Editors to ensure efficient flow of work

h)   Liaising with the technical departments to ensure that the recording equipment in the Chamber and Committee Rooms is in sound condition; to allow for accurate and efficient coverage of proceedings

i)      Liaising with the audio department to ensure accurate recording of proceedings and segmentation of the same for timely transmission to Hansard Editors and Reporters

j)      Supervision of the transcription process to ensure timely and accurate production of work, allocation of finalized transcripts to sub-editors for proof reading to ensure quality control and supervision of the merging and collation of the corrected transcripts in order to produce a first draft for quick reference by internal clients

k)    Supervision of circulation of reports to Members for corrections to ensure Members ‘contributions are captured accurately.

l)      Development of a document management system to ensure efficient storage, back up, archival, indexing and classification of information and easy retrieval of the same on demand.

m)  Carrying out research by consulting appropriate sources in order to keep up with emerging trends in Hansard and Audio production.

n)   Participation in administrative committees of Parliament – training committee and service boards of management to mainstream the Directorate within the organization and ensure the interests of staff are catered for.

o)   Ensure preparation and submission of minutes, reports and papers to maintain continuous updates of the Plenary, Committee and Audio departments.

p)   Coordinate procurement of requisition of consumables for the Directorate to ensure availability of necessary items for smooth flow of operations and ensure proper procurement of operational items and materials for efficiency in delivery of the mandates of the Plenary, Committee and Audio departments.

q)   Harness relationships with other technical departments and directorates of ICT, Media, Maintenance, Printing, Library and Library so as to build synergy.

r)     Perform any other relevant duties that may be assigned.

III. Key Result Areas:

The job holder’s accountability areas are as follows-

a)   Effective operational cost control of the Directorate’s financial resources

b)   Successful implementation of quality control standards for services offered by the Directorate.

c)   Effective supervision of employees assigned to the Directorate

d)   Maximization of productivity in the Directorate

e)   Continuous process improvement of services offered by the Directorate

f)     Customer satisfaction for the consumers of the services offered by the Directorate

g)   Timely provision of input into the preparation of the Directorate’s budget

h)   Effective and transparent management of expenditure of the funds of the Directorate.

Requirements for Appointment

For appointment to the grade of Director, a candidate must have-

a)   Bachelor of Arts Degree in Linguistics, majoring in English and Kiswahili or a Bachelors Degree in any of the social sciences with a mean grade of C+ in both English and Kiswahili in the Kenya Certificate of Secondary Education Examination or its equivalent qualification from a recognized institution. A Masters Degree in a relevant field from a recognized institution will be an added advantage.

b)   A minimum of 18 years’ experience in a relevant field

c)   Demonstrate an understanding of parliamentary practices and procedures and the conduct of parliamentary committees.

d)   Fulfil the requirements of Chapter Six of the Constitution.

e)   Computer literate.

f)     Have leadership and supervisory skills

g)   Have good communication skills

h)   Have knowledge in conflict management and problem solving skills

i)      Have team building, negotiation, organizational and sound interpersonal skills
