PARASTATALS APPEAR BEFORE PIC G&E TO RESPOND TO AUDIT QUERIES

The National Assembly Public Investments Committee on Governance and Education met senior officials from various parastatals who were invited to respond to audit queries contained in the Auditor General's Report.

The Committee chaired by Hon. Jack Wamboka (Bumula), directed the Kenya National Examinations Council (KNEC) Chief Executive Officer Dr. David Njeng’ere to provide more information regarding the Mitihani House construction project which took more than 30 years to complete. The Committee was concerned that due to delays in the completion of this project, the Government must have incurred additional expenses in accrued interests.

Also before the Committee was  the Higher Educations Loans Board (HELB) CEO Mr. Charles Ringera. Mr. Ringera informed the Committee that more than 140,000 students are unable to receive HELB funds because of a shortfall caused by defaulters.

The Committee sought to know the strategies HELB have put in place to improve the retrieval of defaulted loans. In addition, Members discussed the policy by HELB in dealing with bad and doubtful debts. Mr. Ringera outlined the measures put in place to resolve the issue which include; forming a team for debt recovery, prosecution of defaulters and; partnering with strategic partners for the purpose of data sharing to obtain defaulters information.
