The Mediation Committee established to reconcile differences between the National Assembly and the Senate on the Division of Revenue Bill, 2025 (National Assembly Bills No. 10 of 2025) is set to commence sittings tomorrow, Friday, June 13, 2025.

At the heart of the mediation is the contested allocation to the County Governments’ Equitable Share for the 2025/26 Financial Year. The National Assembly had proposed an allocation of Kshs. 405.1 billion, while the Senate amended the figure upward to Kshs. 465 billion, a significant increase of Kshs. 60 billion.

The National Assembly rejected the Senate's proposal, citing prevailing fiscal constraints and the need for balanced national budgeting. This impasse has necessitated the formation of an 18-member Mediation Committee to broker consensus.

The Committee is composed of equal representation from both Houses. Members from the National Assembly include:

The Committee will begin its deliberations with the election of a Chairperson and Vice-Chairperson, who will be tasked with guiding the mediation process to a conclusive and mutually acceptable resolution.

This mediation process marks a critical step in ensuring that the fiscal needs of counties are met while maintaining national financial stability, a delicate balance at the core of Kenya’s devolved governance framework.
