The National Assembly has adopted the Budget Policy Statement (BPS) for the financial year 2025/2026, setting the stage for a national expenditure of Ksh 2.523 trillion.Β 

The approved BPS allocates Ksh 2.447 trillion to the Executive, with specific provisions for the Office of the Auditor General at Ksh 8.652 billion. Parliament will receive Ksh 49.488 billion, while the Judiciary is allocated Ksh 26.749 billion.Β 

To bolster county governance, the House approved an equitable share allocation of Ksh 405.069 billion to County Governments. Β 

Furthermore, the Equalization Fund, designed to address regional disparities, will receive Ksh 7.852 billion, consistent with the latest audited revenues, with an additional Ksh 2.747 billion allocated to clear arrears. Β 

County Government Additional Allocations were approved at Ksh. 69.8 billion, as detailed in the Third Schedule of the report, which will form the basis for the County Government Additional Allocations Bill. Β 

Beyond the financial allocations, the House also adopted a comprehensive set of non-financial recommendations aimed at enhancing governance and efficiency across various sectors. These recommendations, categorized into general and sector-specific directives, mandate various government entities to submit detailed reports and action plans within specified timelines.Β 

Key sectoral recommendations include a directive to the National Treasury to submit a comprehensive report on the implementation of the digitized pension system and a plan to clear pension arrears by June 30, 2025. Β 

The Independent Electoral and Boundaries Commission (IEBC) has been tasked by lawmakers to provide a detailed report on pending bills by April 30, 2025. Β 

Noting the lack of public awareness on the benefits of the Social Health Insurance Fund, the Social Health Authority is expected to launch a nationwide communication campaign by April 30, 2025, to enhance public awareness of the scheme. Additionally, the National Treasury is to present a report on engagements with MDAs regarding outstanding NHIF debts and develop a repayment plan. The National Treasury has also been directedΒ to prioritize increased budgetary allocations for Universal Health Coverage (UHC) programs.Β 

On the construction of CHAN and AFCON stadia and training grounds. The House has directed by 30thApril 2025, the Cabinet Secretary for Youth Affairs, Creative Economy and Sports and the Cabinet Secretary for Defence to table a report to the National Assembly detailing projected costs, completion timelines and amounts spent and indicating the working modalities between the two Ministries in respect of the construction of CHAN and AFCON stadia and training grounds. Β 

Members of the National Assembly also addressed the expiry of the third generation Identity Card after 10 years. The Liaison Committee Report reads,Β β€œBy 31st December 2025, the Cabinet Secretary for Interior and National Administration should develop and submit to the National Assembly the policy guidelines on how the citizens will access government services during the expiry of the third generation Identity Card after 10 years to deal with the anticipated disruption of services.” 

The House also demanded the National Treasury to submit a report detailing all Appropriations-in-Aid (AIA) generated by non-commercial national government entities, and all extra budgetary funds, by April 30, 2025. The National Treasury is further required to propose amendments to the Controller of Budget Act and the overall framework for AIA management by September 2025. "That, to entrench oversight of AIA and earmarked public funds, the National Treasury to: Collate and report on all AIA generated by non-commercial national government entities and provide the report to the National Assembly by April 30, 2025," the document states.Β 

The National Assembly has furtherΒ directed the State Department for Housing and Urban Development is expected to prioritize ongoing projects initiated before the Affordable Housing Act. Β 

The Intergovernmental Relations Technical Committee (IGRTC) has been directed to provide a roadmap for the dissolution of regional development authorities by June 2025. The State Department for Water and Sanitation is to submit a portfolio of donor-funded projects in ASAL counties by April 30, 2025. The Ministry of Labour and Social Protection is to submit the Social Protection Bill by June 30, 2025.Β 

The State Department for Higher Education and Research is expected toΒ finalize the revision of the higher education funding model, and the State Department for TVET is to develop guidelines on the management of TVET instructors, both by June 30, 2025.Β 

The Cabinet Secretary for National Treasury and Economic Planning is tasked with providing an update on the integration of government payment systems within the IFMIS ecosystem by April 30, 2025.Β 

The National AssemblyΒ has also placed a strong emphasis on the completion of ongoing projects, demanding that projects nearing completion be prioritized for resource allocation in the FY 2025/26 budget estimates.Β
