𝐔𝐧𝐝𝐞𝐫 𝐎𝐫𝐝𝐞𝐫 𝐍𝐨. 𝟔, 𝐍𝐨𝐭𝐢𝐜𝐞𝐬 𝐨𝐟 𝐌𝐨𝐭𝐢𝐨𝐧𝐬 𝐰𝐞𝐫𝐞 𝐠𝐢𝐯𝐞𝐧 𝐛𝐲:

i. 𝐓𝐡𝐞 𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧 𝐨𝐟 𝐭𝐡𝐞 𝐬𝐞𝐥𝐞𝐜𝐭 𝐜𝐨𝐦𝐦𝐢𝐭𝐭𝐞𝐞 𝐨𝐧 𝐑𝐞𝐠𝐢𝐨𝐧𝐚𝐥 𝐈𝐧𝐭𝐞𝐠𝐫𝐚𝐭𝐢𝐨𝐧 𝐇𝐨𝐧. 𝐖𝐚𝐧𝐣𝐢𝐤𝐮 𝐌𝐮𝐡𝐢𝐚, who laid a paper on a report on its inspection of various one-stop border posts in the Northern Corridor in the East African Community;

ii. 𝐇𝐨𝐧. 𝐉𝐮𝐥𝐢𝐮𝐬 𝐒𝐮𝐧𝐤𝐮𝐥𝐢 𝐨𝐧 𝐛𝐞𝐡𝐚𝐥𝐟 𝐨𝐟 𝐭𝐡𝐞 𝐂𝐡𝐚𝐢𝐫𝐩𝐞𝐫𝐬𝐨𝐧 𝐃𝐞𝐥𝐞𝐠𝐚𝐭𝐞𝐝 𝐋𝐞𝐠𝐢𝐬𝐥𝐚𝐭𝐢𝐨𝐧 laid a paper on its consideration of Value Added Tax, (Electronic, Internet and Digital Market Place Supply) Regulations, 2023 (Legal Notice No. 29 of 2023).

𝐌𝐎𝐓𝐈𝐎𝐍𝐒:

i. The Speaker put a question on the Motion by the Departmental Committee on Environment, Forestry and Mining on the consideration of the report on ratification of the Bamako Convention on the ban of the importation into Africa and the control of transboundary movement and management of hazardous waste within Africa. Members voted on the affirmative to this motion.

ii. The Speaker also put a question on the adoption of the Report by the Departmental Committee on Environment, Forestry and Mining on the consideration of the Report on the ratification of the Minamata Convention on Mercury, laid on the Table of the House on the 21st of June 2023. 

Members voted on the affirmative with the ayes having it.

𝐐𝐔𝐄𝐒𝐓𝐈𝐎𝐍𝐒 𝐀𝐍𝐃 𝐒𝐓𝐀𝐓𝐄𝐌𝐄𝐍𝐓𝐒 

The Leader of the Majority Party Hon. Kimani Ichung’wah notified the House that the Cabinet Secretary for Labour would not be able to appear to respond to Members Questions as had been scheduled, and has requested for a rescheduling of the same.

𝐓𝐡𝐞 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐀𝐬𝐬𝐞𝐦𝐛𝐥𝐲 𝐐𝐮𝐞𝐬𝐭𝐢𝐨𝐧 𝐓𝐢𝐦𝐞:

 Pursuant to Standing Order 42A(6B), 𝐭𝐡𝐞 𝐂𝐚𝐛𝐢𝐧𝐞𝐭 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐲 (𝐂𝐒) 𝐟𝐨𝐫 𝐖𝐚𝐭𝐞𝐫 𝐚𝐧𝐝 𝐈𝐫𝐫𝐢𝐠𝐚𝐭𝐢𝐨𝐧 𝐇𝐨𝐧. 𝐀𝐥𝐢𝐜𝐞 𝐖𝐚𝐡𝐨𝐦𝐞 was the first on the Floor to respond to Members Questions. Some of the Questions that the CS responded to include:

i. A question by Private Notice No.007/2023 by the Member for Alego Usonga Constituency, Hon. Samuel Atandi, regarding the collapsing dykes around Lake Kanyaboli which have resulted to the flooding of the area and displacement of the people;

ii. Question No. 158/2023 by the Member for Ikolomani Constituency, Hon. Benard Shinali, regarding the implementation of the Moi’s Bridge –MatundaWater Supply and Sanitation Project;

iii. Question No. 159/2023 by the Member for Turkana Central Constituency, Hon. Joseph Emathe, regarding the status of Naoros and Nadoto Irrigation Scheme in Turkana County; 

and

iv. Question No. 247/2023 by the Member for Rongo Constituency, Hon. Paul Abuor, regarding the stalling of Rongo Town Water Supply project.

III. Question No. 086/2023 by the Member for Saboti Constituency, Hon.Caleb Amisi, regarding ownership status of the parcel of land LR No.5004/30/R currently occupied by Kwale International Sugar Company;
