Mr. Samuel Njoroge, CBS, Clerk of the National Assembly
Mr. Samuel Njoroge is the current and Seventh Clerk of the National Assembly of Kenya. Mr. Njoroge holds a Masters Degree in Business Administration (MBA) with specialization in Strategic Management from the University of Nairobi.
Mr. Njoroge has an adorned history as a Public Officer in the Parliamentary Service, having joined the Service in 2003 as a Cadet Clerk Assistant and rising through ranks occupying various Management positions in the National Assembly such as the Acting Deputy Clerk; Director, Legislative Procedural Services; and Deputy Director, Legislative Procedural Services among others.
Mr. Njoroge is the Chairman of the National Assembly Service Board; Vice-Chairman of the Senior Board of Management in the Parliamentary Service; and a Board Member of the Centre for Parliamentary Studies and Training Board (CPST). He is also the Lead Liaison Officer between the National Assembly and the Judiciary; Member of the National Council for Law Reporting (Kenya Law), and a Member of the Commonwealth Society of Clerks-at-the-Table(SOCATT).
Prior to his appointment as the Clerk, Mr. Njoroge has spearheaded various initiatives that have transformed and improved efficiency of the National Assembly in consideration of key business and legislative agenda impacting greatly in the lives of Kenyans and the country. Key among these is spearheading and coordinating the drafting, formulation and delivery of various Communications and considered rulings of the Speaker of the National Assembly, the instruments which have set jurisprudence on various constitutional and procedural matters that guided and continue to guide the Houses of parliament on parliamentary practices.
He has also been most resourceful during the progressive reviews of the Standing Orders of the House since the 9th Parliament to date. He is also credited with execution of initiatives and programmes that have contributed immensely to the modernization of the institution including the implementation of paperless operations in the National Assembly and the formulation of rules for virtual sittings of the House during the COVID-19 Pandemic.
He has had extensive professional trainings and commands numerous exposures to local and international conferences and seminars in the areas of legislative management, leadership and governance among others.
