The National Assembly is set to reconvene tomorrow, Tuesday 27th May 2025 from a four week working recess where Members of Parliament led country wide public participation on a Constitution Amendment Bill seeking to entrench three funds; National Government Constituency Development Fund (NG-CDF), Senate Oversight Fund and National Government Affirmative Action Fund.
Top on the lawmakers' agenda is the proposed Ksh 4.34 trillion budget for the 2025/2026 fiscal year. This budget reflects a 9.9% increase from the previous fiscal year's KSh 3.95 trillion allocation.
The House will considered budget related legislation including Reports from the Public Debt and Privatisation Committee and the Budget and Appropriations Committee relating to the FY 2025/2026 Budget Estimates. These Reports will guide the funding allocations for government ministries, state departments and agencies.ย
Members will also consider Supplementary Estimates III for FY 2024/2025, paving the way for adjustments to the current fiscal year budget before closure.
Subsequent to the Committee of Supply deliberations, the House will proceed with all stages of the Appropriation Bill, 2025 and the Supplementary Appropriation (No. 2) Bill, 2025.These Bills will authorise the expenditure of public funds.ย
The Finance Bill 2025 which is currently at the second reading stage proposes a range of tax measures intended to finance the governmentโs Ksh 4.34 trillion budget for the upcoming fiscal year. These provisionsย include adjustments to Value Added Tax and excise duties, particularly targeting the digital economy. The bill also seeks to close tax loopholes and improve compliance.
Legislators will also consider the Division of Revenue Bill, 2025 and the County Allocation of Revenue Bill, 2025, upon their transmission from the Senate. These Bills determine how revenue is shared between the national and county governments, ensuring equitable allocation in accordance with constitutional provisions.
In addition to budget matters, Members of the National Assembly will deliberate on the reconstitution of the Independent Electoral and Boundaries Commission (IEBC). This follows the submission of a list of nominees by the President on May 9, 2025, which was subsequently referred to the Departmental Committee on Justice and Legal Affairs for vetting. The House is also expected to consider nominees to the Public Benefits Organizations Disputes Tribunal, as submitted by the Chief Justice.
The House will also consider a wide range of reports from Committees including the Reports of the Public Petitions Committeeย regarding the pollution of River Athi, poor implementation of the Edu-Afya Medical Scheme, and a petition seeking the banning of TikTok in Kenya.
Secondly a Report of the Public Investments Committee on Social Services, Administration and Agriculture on the National Council for Persons with Disabilities and audit reports of various state corporations and a Report of the Select Committee on National Cohesion and Equal Opportunity will table a report on the employment diversity audit in public institutions.
Additionally, the Committee on Defence, Intelligence and Foreign Relations will present a report on the Treaty establishing the Inter-Governmental Authority on Development (IGAD), while the Committee on Delegated Legislation will lay reports on terrorism prevention regulations aligned with United Nations Security Council resolutions.
Two motions before the National Assembly will be considered including one on discharging the Public Transport (Motorcycle Regulation) Bill and another to establish an ad hoc Select Committee to review the education funding framework.
