The Principal Secretary of the Ministry of Gender, Culture, the Arts, and Heritage, Ms.Ummi Mohammed, appeared before the Sports and Culture Committee of the National Assembly chaired by Hon. Dan Wanyama (Webuye East), to present their budgetary submissions for the 2024 Budget Policy Statements (BPS).
PS Ummi presented the State Department's approved 2024/2025 ceilings, within which budgets, projects, and key performance indicators have been aligned to the proposed value chain approach of the Bottom-Up Economic Transformation Agenda.
During the presentation of the Ministryโs budget performance for FY 2023/2024 and the budget overview for 2024/2025, the PS informed the Committee that the Ministry required additional funding of Kshs.6 billion to implement projects in the 11 Departments and Agencies under its umbrella.
ย Members sought clarification on the Ministry's funding through the Sports fund. According to the Public Finance Management (Sports, Arts, and Social Development Fund) Regulation of 2018, the fund should allocate an amount not exceeding 20 percent of its allocation to the Ministry of Gender, Culture, the Arts, and Heritage.
"Is the Sports Fund providing any funding to this Ministry as required by the regulations?" asked Hon. Wanyama.
Hon. (Dr.) Jackson Kosgei (Nominated), asked the PS to approach the Sports Fund to address the issue of sharing funding.
ย "You have the support of this Committee to engage with the Sports Fund and claim the funds entitled to your Ministry. It is your right to receive funding by the law," saidHon. Kosgei.
The Committee will prepare a report before meeting the Budget and Appropriations Committee to present their final allocations to the MDAs.
