Today, the Senate Committee on County Public Investments and Special Funds (CPISFC) convened under the leadership of Senator Godfrey Osotsi to deliberate on the Auditor-General's Reports on the financial statements of eight water companies in Kiambu County, spanning the fiscal years 2018/19, 2019/20, and 2020/21.
Among the water companies under scrutiny were Thika Water and Sewerage Company, Kiambu Water and Sewerage Company, Gatundu Water and Sanitation Company, Ruiru-Juja Water and Sewerage Company, Limuru Water and Sewerage Company Limited, Kikuyu Water and Sewerage Company Limited, Karuri Water and Sewerage Company Limited, and Githunguri Water and Sanitation Company Limited. The meeting, however, took an unexpected turn when Kiambu County Governor Kimani Wamatangi failed to attend the session. Instead, a letter arrived from the Governor's office just fifteen minutes into the meeting, requesting a rescheduling of the proceedings.
In light of Governor Wamatangi's absence, the committee resolved to issue a summons for his appearance before them on August 21, 2023. Also, it was noted with concern that the Governor had not provided the amended management responses and accompanying annexures, as requested during the April 26, 2023 meeting. In response, the committee emphasized that the Governor must promptly submit all required responses, as initially indicated. These submissions are to be directed to the office of the Clerk of the Senate and copied to the office of the Auditor-General.ย
Joining Senator Osotsi in the meeting were Senators Hamida Kibwana, Eddy Oketch, and William Kisang.
