Members of the National Assembly Committee on Housing, Urban Planning and Public Works have questioned officials of the Ministry of Lands, Public Works, Housing and Urban Development over the collapsed Boma Yangu Project. Members were particularlyΒ concerned about how the Ministry handled the project.Β
The Committee chaired by Hon. Johana Ngβeno wanted to knowΒ how theΒ project was run and how the public benefited from it,Β especially those who had enrolled to it as members. This was critical in laying the foundation as the Ministry is expected to be entrusted with a huge responsibility of implementing the newly introduced affordable housing program by the Government.Β
βThe Boma yangu forms the foundation for us to understand the concept of affordable housing and establish a background on which we are going to invest public funds collected from the 1.5 percent housing levy set to kick in at the start of next Financial Year,β saidΒ Hon.Ngβeno.
The Boma Yangu Project was initiated to support the Affordable Housing Program while targeting delivery of decent and affordable housing to low and middle-income households. The project later stalledΒ Β leaving many of its contributors with no houses and their contributions unrefunded.Β
Members asked the Principal Secretary Housing, Mr. Charles Hinga to explain to the Committee how the Ministry has handled the cases of members who had registered with the Boma Yangu and are yet to receive houses.Β Β
The PS explained that the National Housing Corporation (NHC) is the agency that was entrustedΒ with the implementation of the Fund. He added the monies collected are in the bank account unutilized as the agency has been facing numerous management challenges in the past. He however assured Members that a new visionary Management and Board is now in place and ready to deliver as the sole developer of affordable housing.
Further, Members sought to know if there is a set figure that a member is expected to have contributed before they qualify for a house.Β
In his response Mr. Hinga said the money contributed is set as an off take fund that is to be utilized when there are enough accumulated deposits to assure developers that indeed there are resources to repay them on time once they undertake the project to completion. Once the project is completed, the houses were to be distributed to members who had achieved the minimum set contribution percentage.
