Hon. Lilian Siyoi (Trans Nzoia) wantsΒ a comprehensive review of the formula used to allocate bursaries to deserving and needy students under the NG-CDF (National Government Constituency Development Fund) program.
Speaking in the House during debate on NG-CDF allocations, Hon. Siyoi also highlighted the urgent need to reassess the procurement procedures within the NG-CDF program in order to streamline the implementation of works and contracts.
The Member drew attention to the current delay in identifying merchants or contractors for NG-CDF projects, which frequently results in projects being awarded long after their intended start dates.
"As mentioned by my fellow Member of Parliament earlier, significant project delays may result in other programs taking over. This is a matter that requires our immediate attention," she said.Β
According to Hon. Siyoi when allocating funds, particularly for bursaries, the NG-CDF program should take into account the poverty level of each area.
She argues that financially disadvantaged students require more substantial bursaries than the current allocation provides.
Furthermore, she noted that towards the end of the academic term, students are often forced to return home due to their parents' inability to cover the remaining balances. She expresses concern that the extremely impoverished, who cannot afford school fees, are not receiving sufficient support.
She therefore, proposed amending the system to ensure that schools facing dire economic situations receive a larger share of bursary funds compared to more financially stable schools.
In addition, Hon. Siyoi is advocating for changes in the NG-CDF program to address the delayed execution of projects and enhance the allocation of bursaries based on the poverty levels prevalent in respective areas.
