Public Investments Committee on Commercial Affairs and Energy chaired by Hon. David Pkosing (Pokot South) wants the National Water Harvesting and Storage Authority (NWHSA) to explain why it had 12 Directors instead of the 10 allowed and provided for in the Water Act.

The Authority officials led by the Acting Chief Executive Officer Eng. John Muhia appeared before the Committee to respond to queries arising from the Auditor General's Financial Statements for the Financial Years 2018/2019 to 2020/2021.

Hon. Maryanne Keitany (Aldai) sought to know why individuals who paid the extra Directors should not be surcharged. “You should tell this Committee why the individuals who paid the two extra Directors should not be surcharged. The unnecessary extra cost of remuneration to the two Directors should have been used to construct dams,” she said. 

In response, Eng. Muhia told the Committee that the matter of the composition of the Board of Directors had been brought to the attention appointing Authority.

The CEO further said the appointment was approved by the then Cabinet Secretary of Water and Sanitation, Hon. Simon Chelugui. 

“The matter was brought to the attention of the appointing Authority.  However, this has been addressed through the appointment of the Authority’s Board in compliance with the Water Act,” Eng. Muhia told the Committee.

The Committee asked the Authority to compute the total amount that was paid to the extra Directors for the three-year period under review and present it before its next appearance.
